On March 14, information from the People's Committee of Nghe An province said that it had just established a working group headed by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh to direct, urge and remove difficulties and obstacles in the process of implementing the Quynh Lap LNG Thermal Power Plant project in Tan Mai ward.
According to the decision, the Task Force is headed by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh; Director of the Department of Industry and Trade Pham Van Hoa is the Standing Deputy Head. The Deputy Heads include Directors of Departments: Finance, Agriculture and Environment, Construction.
Participating in the working group are also leaders of many departments, branches and related units such as: Southeast Economic Zone Management Board, Department of Justice, Department of Science and Technology, Provincial Police, Provincial Military Command, Provincial People's Committee Office, Nghe An Newspaper, Nghe An Radio and Television Station, Nghe An Maritime Port Authority, leaders of Party committees and authorities of Tan Mai ward, which is the project implementation area, and representatives of the investor, Vietnam Oil and Gas Power Corporation - JSC.
The working group has the task of directing, monitoring, urging and coordinating to handle difficulties and obstacles in the project implementation process to ensure progress and compliance with legal regulations.
The Department of Industry and Trade is assigned to be the standing agency, advising the Team Leader to issue operating regulations for the working group, assigning specific tasks to each member; and at the same time monitoring, summarizing the situation and proposing solutions to handle arising issues.
Previously, on February 12, 2026, the People's Committee of Nghe An province issued Decision No. 26/QD-UBND approving the investment policy, and at the same time approving the investor of the Quynh Lap LNG Thermal Power Plant project with a total capital of about 59.372 billion VND, considered the largest investment project to date in the province.
The investor is a joint venture including Vietnam Oil and Gas Power Corporation - JSC (leading the joint venture), Nghe An Sugar Co., Ltd. and SK Innovation Co., Ltd. (Korea).
The project is implemented in Tan Mai ward, with a total land use area and sea surface of about 152.88 ha, including 57.29 ha of land and 95.59 ha of coastal and sea surface areas.
The plant has a designed capacity of 1,500 MW, including two mixed-cycle gas turbine units, each unit with a capacity of 750 MW. The project also includes a LNG storage warehouse with a capacity of about 250,000m3, a gas reprocessing system, a specialized port to receive LNG ships with a tonnage of up to 150,000 tons, and a synchronous technical infrastructure system. The estimated fuel demand is about 1.15 million tons of imported LNG per year.
