On October 28, the People's Council of Quang Tri province, term VIII, 2021-2026, held a 3rd session (special session) to review, discuss and approve many important contents to serve the direction and operation of the province.
At the opening session of the 3rd session, term VIII, Chairman of the People's Council of Quang Tri province Nguyen Dang Quang said that this thematic session will review, discuss and decide on key contents to concretize the Party's policies and the State's laws and policies, while promptly handling problems from practical management.
Regarding public investment and environmental resources, the Provincial People's Council plans to propose adjusting the medium-term public investment plan for the period 2021 to 2025 and 2025 from the provincial budget; the policy of converting forest use purposes to implement projects; adding a list of works and projects to reclaim land in 2025.
Regarding local mechanisms and policies, the session considered regulating the collection rate of 0 VND for some types of fees and charges when performing online public services; regulating the level of environmental protection spending; monthly allowances for village captains, working day allowances for militia forces; one-time allowances for people working outside the staff quota at special associations who have to quit immediately due to the implementation of the two-level government model; authorization of some certification tasks for commune-level civil servants; youth development policy for the period 2021 to 2030 after the merger. Along with that is the abolishment and application of a number of legal documents of the two provinces before the merger in the fields of finance, science and technology, agriculture and environment, internal affairs, education, ethnic minorities, and sports.
Regarding the organization of the apparatus, the Provincial People's Council will consider the project to improve the organization and operation of the Farmers' Support Fund; adjust the number of professional and technical contracts at public educational service units under the People's Committees at the commune level in the 2025-2026 school year. The meeting also implemented the content on personnel work under its authority.
The Chairman of the Provincial People's Council emphasized that after merging the province and organizing a two-level government model, the People's Council has closely accompanied the Provincial People's Committee, promptly issuing many decisions to promote development. He suggested that the delegates promote a sense of responsibility, discuss frankly, and contribute appropriate opinions so that the resolution can be put into practice, meeting the development requirements of the province in the new period.
