On October 23, information from the Ministry of Justice said that Deputy Minister Phan Chi Hieu chaired the Council for appraisal of the National Assembly's Resolution Project amending and supplementing a number of articles of Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
According to the report at the meeting, currently the policies on mobilizing and using resources in Resolution No. 98 as well as current regulations to maximize potential and strengths, especially the current policies to attract strategic investors still need an outstanding legal framework to implement and resolve the city's bottlenecks.
This is an urgent issue for Ho Chi Minh City in the coming period and the City believes it is necessary to report to competent authorities for consideration and issuance of a Resolution amending and supplementing Resolution No. 98 of the National Assembly right in the 10th Session of the National Assembly to resolve the shortcomings, contributing to realizing the city's double-digit growth target from 2026 and helping the City have enough strength to carry out its leading role in the new period.
The draft Resolution consists of 3 articles, focusing on amending and supplementing: policies for urban development according to the orientation of public transport development (TOD); urban management, natural resources and environment; priority industries and occupations to attract strategic investors to the city; establishment of Ho Chi Minh City Free Trade Zone...
At the meeting, regarding the list of priority projects to select strategic investors, the representative of the Ministry of Construction proposed to add the project "Improving and enhancing drainage capacity, preventing widespread flooding, responding to climate change and rising sea water for Ho Chi Minh City".
According to the Ministry of Construction, prolonged flooding is a "great bottleneck" that directly affects people's lives and the city's socio-economic development. Although the city is implementing a flood prevention project worth more than VND10,000 billion, the Ministry of Construction recommends reviewing the goals, scope and effectiveness of this project to ensure thorough and sustainable handling of the flooding problem.
Concluding the meeting, Deputy Minister Phan Chi Hieu highly agreed that amending and supplementing Resolution 98 is urgent, in order to promptly remove difficulties and obstacles arising in practice and create new development momentum for Ho Chi Minh City.
Regarding legality and consistency, the Deputy Minister suggested that only specific and breakthrough policies for the City should be included in the draft Resolution, avoiding "requesting too many mechanisms" or repeating existing regulations. At the same time, it is necessary to closely follow the laws and resolutions being submitted to the National Assembly at the 10th Session to ensure consistency and synchronization; review the provisions of Resolution 98 that have "disappeared" for timely amendment and supplementation.
Affirming that this is a particularly important Resolution, directly affecting the development of Ho Chi Minh City, the Deputy Minister requested the Department of Civil and Economic Law, Ministry of Justice to synthesize opinions, especially issues related to transitional provisions, ensuring benefits for people and businesses.
