From January 1, 2025, Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Thanh Hoa province for the period 2023 - 2025 takes effect.
Accordingly, Thanh Hoa province has 26 district-level administrative units (reduced by 1 district-level administrative unit), including 22 districts, 2 towns and 2 cities; 547 commune-level administrative units (reduced by 11 commune-level administrative units), including 452 communes, 63 wards and 32 towns.
Currently, many local people are wondering whether they need to issue new ID cards or citizen ID cards when Resolution No. 1238/NQ-UBTVQH15 comes into effect.
Regarding this issue, the Department of Administrative Police for Social Order, Thanh Hoa Provincial Police, informs as follows:
Article 21 of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023 - 2030 stipulates the conversion of documents for individuals and organizations.
Accordingly, documents issued by competent authorities to individuals, citizens and organizations before the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used.
The provincial People's Committee directs the district and commune People's Committees to arrange administrative units to proactively develop plans to propagate and implement the conversion of documents for individuals and organizations, create favorable conditions for individuals and organizations when carrying out procedures for converting documents and not collect fees when converting due to changes in administrative unit boundaries.
In addition, Clause 1, Article 24 of the 2023 Law on Identification stipulates cases of reissuance of identification cards, including: "... d) At the request of the person granted the identification card when the information on the identification card changes due to the arrangement of administrative units...".
Thus, the identity card/citizen identification card that was issued before the administrative unit arrangement, if not expired, can continue to be used without having to be reissued according to regulations.
However, if requested and for more convenience in carrying out civil transactions, people can contact the police agency to issue a new ID card. When exchanging the ID card in this case, people do not have to pay any fees (according to the provisions of Article 38 of the Law on Identification).
Currently, Thanh Hoa Provincial Police are reviewing, converting, updating, and supplementing information on citizens' residential addresses on the National Population Database system in districts, towns, cities, communes, wards, and townships after the rearrangement.
After updating and adjusting information on the National Population Database system, the data will be synchronized with databases and information systems of ministries, branches and localities connected to the National Population Database system to serve state management and serve the exploitation, reception and settlement of administrative procedures according to citizens' new residence information.
Therefore, people's administrative procedures will not be interrupted when the residence information on the ID card has not been updated after the arrangement.
