The inspection team is responsible for inspecting the implementation of Circular 29/2024 under the direction of the Prime Minister. The inspection period is from February 20 to March 20.
The Ministry of Education and Training (MOET) said that the establishment of this inspection team was under the direction of the Prime Minister.
In a telegram in early February, Prime Minister Pham Minh Chinh requested localities to direct the strict implementation of regulations on extra teaching and learning issued by the Ministry of Education and Training. Violations must be strictly handled.
The Prime Minister assessed that in the past, the management of extra teaching and learning activities in some localities has been inadequate, not handled promptly, affecting teaching and learning activities in schools, creating bad public opinion in society.
Previously, the Ministry of Education and Training issued Circular 29 on extra teaching and learning. The new point is that schools are only allowed to teach three additional groups and must be free, including: groups with unsatisfactory results; selected for excellent student development; senior students, voluntarily registering for the exam.
For extra teaching outside of school, teachers are not allowed to collect extra teaching fees from students in their class.
According to the Government's regulations on disciplinary action against cadres, civil servants, public employees, and teachers who violate regulations on extra teaching and learning may be reprimanded, warned, and forced to quit their jobs.
In cases of extra teaching with money collected outside of school but not registered to establish a business household, there may be a fine of 5-10 million VND, according to Decree 122 of 2021 on administrative sanctions in the field of planning and investment.
