Deadline for slow-progressing wind power projects in Quang Tri province

Quang Tri - The Provincial People's Committee requires wind power projects with delayed progress to pay investment deposits before July 31, 2025 if they want to be considered for an extension.

At noon on July 31, a source from Lao Dong Newspaper confirmed that up to this point, 3 wind power projects in Quang Tri province have not yet implemented the direction of the People's Committee of Quang Tri province on depositing to ensure investment and project progress.

Previously, on June 20, 2025, the People's Committee of Quang Tri province held a meeting chaired by the Acting Chairman of the People's Committee of Hoang Nam province to resolve the proposal of investors related to 3 wind power projects: Huong Linh 5, Huong Hiep 2 and Huong Hiep 3.

The People's Committee of Quang Tri province determined that the above 3 wind power projects were slow to implement, violating the obligation to pay deposits to ensure investment and progress. The investor has not yet completed the dossier, not implemented it on site and has not fulfilled its financial obligations as committed.

Faced with that situation, the Provincial People's Committee agreed to consider extending the progress for investors only if they meet 3 mandatory conditions: to fully deposit the investment guarantee no later than July 31, 2025; have a clear commitment to the implementation progress; ensure legality of legal status, work with localities to update land use needs in the planning.

In addition, the Provincial People's Committee assigned the Department of Industry and Trade to review and submit to the Ministry of Industry and Trade an update on the completion progress of projects in the 2026-2030 period. The Department of Agriculture and Environment supports land, forest and environmental procedures. The Department of Finance shall preside over urging the deposit and checking the legality of investors to serve as a basis for considering an extension if necessary.

The Provincial People's Committee also affirmed that it will resolutely revoke the investment policy if the investor does not fully comply with the conditions on time.

Previously, the Department of Planning and Investment of Quang Tri province (now the Department of Finance of the province) also drew up a record of violations and imposed administrative penalties on projects that were behind schedule and had violations. The projects that have complied with the fines with a total amount of 180 million VND are Huong Linh 5, Huong Hiep 2 and Huong Hiep 3 projects.
