Handling traffic infrastructure bottlenecks and flooding
Standing Vice Chairman of the City People's Committee Duong Duc Tuan said that regarding the issue of flood prevention, the city plans to build underground works, underground traffic synchronously with the ring road, radial and radial traffic system, combined with underground water collection systems, flood prevention underground tanks and pumping stations. Planning a multi-functional underground space system according to the TOD model.
Supplementing regulating lakes for storing water, draining water, and preventing flooding in areas with low ground level; building large capacity pumping stations; expanding some sections and river routes belonging to the Green Belt, green corridor, riverbank...
The city is urgently completing the construction of a regulating lake system, drainage network system, pumping stations to drain into the Red and Day rivers... combined with reviewing and replacing, dredging the existing drainage system in the inner city area. In the long term, building underground water tank systems, underground drainage systems along the radial axes, belt roads to drain into newly built lakes in suburban areas such as: Chuong My, Ung Hoa, Thach That, Quoc Oai.
Regarding traffic congestion resolution, Hanoi supplements routes connecting road and inter-regional railways with provinces around Hanoi; coordinates the implementation of key national projects of the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son... supplementing planning orientation for the development of the urban railway system in the direction of strengthening connecting axes with urban areas, provinces, and neighboring cities. Researching underground urban railway from Ring Road 3 to the inner city, TOD system, underground parking lots, trade and service to optimize land use around stations.
Planning to supplement and strengthen the inter-regional transportation system (egg table network structure) linking new urban areas, old urban areas, combined with renovation and reconstruction of dilapidated old streets and slums, to relieve local traffic congestion in the inner city.
Planning to add large bridges across the Red River to expand urban development space. Improve and expand existing roads, radial traffic roads along 9 power axes. Review the planning of Noi Bai International Airport. Research to put Gia Lam and Hoa Lac airports into dual-use operation, reserve land funds in the Southern area (Ung Hoa) to build a second airport in the Capital region.
At the same time, build a synchronous system of Ring Road 1, 2, 5, 4... radial axes: Xuan Mai - Ton That Tung, National Highway 1A according to the plan, reorganize traffic intersections and connecting points combined with AI camera control to limit vehicles entering Ring Road 1, Ring Road 2 areas according to the roadmap, completion in the period 2026-2030.
Regarding solving environmental pollution, review the planning of solid waste treatment in the Capital; propose increasing or reducing locations, scales, and treatment technology requirements. Research the planning of waste and wastewater treatment lines; sort waste; review and supplement locations and scales of wastewater treatment areas synchronously with urban development planning according to a new structure.
Review the planning of the green corridor area, green belt of the rivers: Day, Tich, Nhue, To Lich,... have solutions to clear flow, circulate and clean water, treat and prevent direct wastewater drainage by a system of collection pipes combined with roads and dykes; supplement the construction of large regulating lakes; forest parks, ecological environment along the rivers, green corridors and green canopies.
Specific, superior, and superior institutions
Regarding building institutions for the development of the Capital, Standing Vice Chairman of the City People's Committee Duong Duc Tuan said that building and developing the Capital with 3 viewpoints:
First, the positioning and functioning viewpoint of the Capital: Building Hanoi Capital "History - Civilization - Modernity - Happiness", the national political - administrative brain center; a major center of economy; leading the country, reaching regional and international levels in culture, science, education, health; becoming a global connecting Capital. "History - Identity - Creativity" is the center of all development orientations, an endogenous resource, the foundation for forming bravery, intelligence, and the foundation for the development of the Capital.
Second, the viewpoint on building institutions and governance: Building a long-term master plan, 100-year vision and the Capital with the establishment of special, superior, superior institutions, with sufficient authority and capacity to effectively solve the problems of the Capital and the Capital Region. Implementing decentralization and delegation of power to the maximum extent, comprehensively, associated with special mechanisms and policies so that the Capital proactively mobilizes, allocates and effectively uses all resources for construction and development with the motto "Hanoi decides - Hanoi does - Hanoi takes responsibility".
