Assigning tasks to ensure "6 clear"
On the afternoon of July 24, Prime Minister Pham Minh Chinh, Head of the National Civil Defense Steering Committee chaired the first meeting of the Steering Committee on natural disaster prevention, control and search and rescue in 2025.



The meeting was held directly at the Government Headquarters, online with the connection points of 34 provinces and centrally run cities and connecting to 3,321 points of communes, wards and special zones nationwide.
At the beginning of the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, on behalf of General Secretary To Lam, and leaders of the Party and State, expressed their deepest condolences to the relatives of people affected by natural disasters, especially the families of people who died or went missing in the sinking of the blue Bay 58 ship, and shared the great loss and damage to property of people in Nghe An province in recent days.
Prime Minister Pham Minh Chinh reminded about information work, timely reporting and response for people's lives and property in urgent, unexpected and unexpected cases. According to the Prime Minister, natural disaster prevention and control is a special defense because Vietnam has a longterm terrain along with the impact of climate change, making the weather increasingly extreme and unpredictable.
At the first meeting, the Prime Minister suggested that delegates focus on exchanging, discussing, and evaluating the work of preventing, combating, and overcoming the consequences of natural disasters in the past time, clarifying the positive and negative aspects from leadership, direction to response work of sectors, localities, and people; clarifying the shortcomings, limitations, difficulties, obstacles, drawing lessons; identifying tasks for the last month of the year and the entire coming period.
Along with that, the delegates discussed, assigned and determined the tasks of advising on the direction of natural disaster prevention and control in the coming time; assigned the responsibility of advising on the direction of natural disaster prevention and control. The Prime Minister proposed to assign and assign to ensure "6 clear": Clear people, clear work, clear time, clear responsibility, clear authority and clear results at both the central and local levels.
Actively and proactively in natural disaster prevention
The meeting also connected with the bridge point from Muong Xen commune (Nghe An) which was just submerged in a fierce flood. According to the representative of Muong Xen commune, at least 10/22 villages in the commune were flooded from 1-3.5m, some areas of the road were eroded, leading to complete isolation. The flood swept away machinery, people's property, and students' books buried in mud. Fortunately, the commune has not recorded any human losses, however, many livestock and property were swept away and damaged, significantly affecting the economy.
At the meeting, representatives of the Ministry of National Defense, the Ministry of Public Security, the Ministry of Agriculture and Environment, the Ministry of Construction, etc. made recommendations and proposals to strengthen disaster prevention in the coming time. According to the representative of the Ministry of Public Security, in the coming time, it is forecasted that the world and regional situation will continue to have many complicated fluctuations, non-traditional security issues such as epidemics, natural disasters, climate change will develop unpredictably, negatively affecting socio-economic development tasks, people's lives, requiring us to be more proactive and active in ensuring security and order, preventing and fighting natural disasters, and search and rescue.
Concluding the first meeting, Prime Minister Pham Minh Chinh affirmed that we must make more efforts, determination and efforts in natural disaster prevention, search and rescue.
"In our country, the intensity of natural disaster damage is increasingly severe, surpassing all records, 2024 and the first 7 months of 2025 are a very difficult period. The recent practice shows that we have tried but have to try harder, have tried but have to try harder, have determined but have to be more determined. The work of grasping the response and overcoming situation must be very effective.

The Prime Minister requested that in the coming time, it is necessary to do a good job of forecasting and warning at all levels and relevant agencies. When responding, we must be calm, wise, closely following reality, analyzing and evaluating, and when deciding, we must be very cautious, considering people's lives as the top priority.
The Prime Minister also highly appreciated the combined strength thanks to the leadership of the Party, management of the State, the participation of ministries, branches, the people and the help of international friends. At the same time, he emphasized that in the coming time, it is necessary to think from passive response to proactive prevention, flexible response in a timely manner, and effective and specific overcoming. Taking people as the center of the subject, building communes and wards in special zones as "fortresses", managing natural disaster risks as a focus in socio-economic development planning.
