The Yen Son Hydropower Project was granted an initial Investment Certificate by the People's Committee of Tuyen Quang province on September 25, 2011, the project started construction at the end of December 2013, with an initial design capacity of 70 MW, including 2 generators, with a total investment of more than VND 2,600 billion.
The investor is Binh Minh Construction and Tourism Group Joint Stock Company. The project is expected to be completed and both generators will be connected to electricity by the end of 2016. However, the project has not been completed on time and has been unfinished for more than 10 years.
From 2011 to 2024, this project has been adjusted and extended 4 times, but the investor still cannot complete it.
At the beginning of April 2025, after more than 1 year of restart, some new items of the Yen Son Hydropower project have been built. In the area where the machines and dam shoulders are installed, there are construction activities.
However, compared to the scale of a hydropower project of nearly 4,000 billion VND and the completion time in 2025, the construction seems to be taking place very slowly, making it difficult to keep up with the special progress when there are only a few months left until the flood season.
Speaking to reporters, a representative of the Department of Industry and Trade of Tuyen Quang province said that recently, a working group of the province came to inspect the progress of the Yen Son Hydropower project. Construction activities are still taking place.
"It is almost impossible to complete and put the project into operation in 2025. With the current progress, as quickly as possible, the project can be completed by the second quarter of 2026," said a representative of the Department of Industry and Trade of Tuyen Quang province.
Previously, in 2022, the Yen Son Hydropower Plant Project was a case of behind schedule according to the inspection results of the People's Committee of Tuyen Quang province for non-budgetary investment projects with slow progress or not implemented in the area.
As to save this billion-dollar hydropower fate, in February 2024, the People's Committee of Tuyen Quang province decided to adjust the investment policy for the project. The total investment capital of Yen Son Hydropower Plant was increased to VND3,918 billion, increasing the capacity to 90MW. The construction and completion progress of the project is extended to 2025.
