The Noi Bai - Lao Cai Expressway Investment Project with Tuyen Quang - Phu Tho Expressway was approved by the Minister of Transport (now the Ministry of Construction) in Decision No. 699/QD-BGTVT dated June 4, 2024. The project investor is the Department of Construction of Phu Tho province (formerly the Department of Transport of Phu Tho province).
This project has a total investment of more than 692 billion VND, of which the construction package value is nearly 468 billion VND; Tu Lap Construction Company Limited is the winning bidder and construction unit of the project from mid-February 2025.

With the construction project located close to the Ho Chi Minh road, where there is a high density of vehicles participating in traffic, to ensure traffic safety and labor safety, the contractor has deployed a dense system of lights, warning signs, barriers, and barriers along the route.
According to the design, the main route connecting the two expressways has a total length of over 2.73 km, including 4 lanes, the A1 elevated road surface is designed with asphalt concrete; Along with that is a service road system, a return road to connect the local traffic system and bridges, underpasses on a number of level crossings, intersections at other intersection levels...
Regarding site clearance for the project, the total land area to be recovered is more than 3.3 hectares, with 192 households affected (mainly in Ha Loc commune, a few in Phu Ho commune). Up to now, 186 households in the two communes have been invited to inventory land, crops, trees and architectural objects on the land.
Speaking to Lao Dong Newspaper reporter, Mr. Do The Nam - Director of Phu Tho Province Construction Investment Project Management Board (representative of the Investor managing the project) - said that the project has been implemented to date with a value of about 18.325/467.731 billion VND, the completed volume focuses on works such as: excavation, bamboo pile construction, underpass, precast components...
According to Mr. Nam, the contractor has organized 3 construction teams of 3 items: underpass, overpass at the intersection of provincial road 315B and road, with 4 technical staff, 65 workers and many machines and equipment at the construction site. According to the assessment, up to now, it has basically met the progress.
"Regarding investment capital disbursement, up to now, the project has disbursed 137.376/692.565 billion VND (19.84%). Of which, the consultation cost is 11.33 billion VND, the construction and installation cost is 126 billion VND, the rest is other costs" - Mr. Nam informed.
The project to invest in the route connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway, when put into use, will help reduce the load on the Ho Chi Minh route, reduce traffic accidents, improve the exploitation capacity and investment efficiency of the two key expressways, contributing to promoting socio-economic development.
