Aquaculture households affected by storm Yagi in Quang Ninh are implementing Decree 02/2017/ND-CP of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
However, according to local reports, 100% of the affected households did not meet the conditions for support after comparing their records. This is because aquaculture households did not declare their initial production, and some households have not been allocated or leased land or water surface as prescribed.
As of December 3, 2024, 6 localities have submitted documents requesting support from other legal sources outside the budget for a total of 2,388/3,108 damaged establishments.
To overcome this difficulty, the province has promoted the allocation of water surface areas, ensuring a legal basis for the people. Receiving the decision on water surface allocation not only helps people restore production but also creates conditions for future support when there is a risk of natural disasters.
As of December 15, 2024, marine aquaculture organization has been implemented in 9 localities with 1,339 facilities of more than 150 economic organizations, including 60 newly established cooperatives.
2,170 hectares of aquaculture have been licensed to 7 organizations in Van Don district and Cam Pha city.
In Van Don district alone, by the end of November, 100% of coastal communes had completed handing over 8,589 hectares of sea surface to nearly 1,208 farming households in the district.
Other localities have also issued more than 400 decisions to hand over sea surface with a total area of over 200 hectares to households.
Quang Yen town has also handed over water surface to 420 households, of which nearly 200 households have released new seeds or prepared conditions for releasing new seeds.
Up to now, about 70-80% of mollusk farms have been restored and stocked with new breeds; marine fish farms have stocked large-sized fish to meet consumer demand at the end of the year and completed repairs and upgrades of cages to prepare for the new crop. Semi-intensive, extensive and industrial shrimp farms in the town have also continued to maintain production, focusing on completing ponds, and some have started stocking new breeds.
Mr. Le Van Luong (60 years old, village 3, Hoang Tan commune) shared: “Having a decision to allocate water surface is what we look forward to the most. My family was allocated 0.6 hectares of water surface, although the area is much smaller than before, but I will cooperate with other households to save costs, care and protect the oyster herd.”
Mr. Doan Van Hanh - Deputy Head of the Economic Department of Quang Yen Town - said: According to the planning, the town has about 800 hectares of aquaculture area concentrated in Hoang Tan and Lien Hoa communes. Up to now, 710 households have been approved, of which 644 households raising oysters and mussels were granted 0.6 hectares/household; 66 households raising fish were granted 0.2 hectares/household. It is expected that the entire water surface area will be handed over in 2024.
The allocation of water surface area is not only a short-term solution but also an important foundation for sustainable development of marine aquaculture in Quang Ninh. With the determination of localities, fishermen believe that aquaculture production will soon stabilize and develop more strongly in the coming time.
