Construction progress of Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge

Hanoi - September 9, Vice Chairman of the City People's Committee Bui Duy Cuong chaired the inspection of the construction site of the Tu Lien bridge, Tran Hung Dao bridge and Ngoc Hoi bridge projects.

Progress of deploying 3 bridges

According to the report of the City Traffic Construction Investment Project Management Board (PMB), all 3 projects are being focused on by units, in which many basic items meet the progress, striving to be completed before the APEC 2027 Conference.

Regarding the project to invest in the construction of Tu Lien bridge and approach roads at both ends of the bridge, site clearance work in the city has been completed.

Currently, the contractor consortium is organizing 15 construction teams on the entire route.

The Project Management Board assessed that the progress of the main bridge, steel bridge, approach bridge on the East Anh side and Truong Sa intersection basically meets the requirements of striving to complete before the APEC 2027 Conference. However, the Nghi Tam intersection, the approach bridge on the Nghi Tam side and the cantilever bridge across the Duong River are slower than required, and need to continue to focus on accelerating.

Regarding the project to invest in the construction of Ngoc Hoi bridge and access roads at both ends of the bridge, site clearance work in Hanoi has been 100% completed. In Hung Yen province, 22.13/22.66ha have been handed over, reaching 97.6%; the remaining part of about 0.53ha is continuing to be implemented, related to 23 residential land plans of households and the relocation of some technical infrastructure works.

The Project Management Board said that the remaining site is expected to be handed over for construction in September 2026.

Regarding construction work, Component Project 2 opened for bidding on September 3, 2026, striving to start construction in September 2026. Component Project 3 is being organized by contractors with 20 construction teams on the entire route.

According to assessments, the progress of main bridge and approach bridge items is basically meeting the completion requirements before the APEC 2027 Conference.

The Project Management Board requested Van Giang commune to accelerate the handover of the site; at the same time, contractors are completing dossiers arising from construction measures with a cost of about 454 billion VND to accelerate progress.

For the Tran Hung Dao bridge construction investment project, site clearance has been basically completed.

The investor has mobilized 28 construction teams on the entire route.

However, the branch bridge at the Tran Hung Dao intersection is delayed compared to the plan due to regulations on dike safety. Units are actively removing obstacles and speeding up progress.

The Project Management Board requests Hong Ha ward to completely complete the relocation of underground and above-ground technical infrastructure works in the ward and related areas before September 20, 2026.

Bo De ward is requested to hand over technical infrastructure in the area of Co Linh - Hong Tien intersection before September 20 for construction deployment.

Regarding the 110kV Mai Dong - Tran Hung Dao power line project, the PMB requested Hanoi Power Corporation to accelerate the construction and relocation of the power line related to power pole 23 and hand over the site to the Investor before September 20, 2026.

Do not let prolonged problems affect the progress

Through actual inspection, Vice Chairman of Hanoi People's Committee Bui Duy Cuong requested the Investor, Project Management Board and contractor to continue to focus at the highest level on the construction site, taking advantage of favorable weather conditions to accelerate progress.

For projects that have basically completed site clearance, the focus at this time must shift strongly to organizing construction, mobilizing human resources, machinery, and equipment, ensuring the progress of each item and the overall progress.

The Vice Chairman of the City People's Committee emphasized that difficulties arising during construction must be reported promptly for handling, so as not to let prolonged problems affect the progress.

Regarding Tran Hung Dao bridge, Vice Chairman of the City People's Committee Bui Duy Cuong noted that it is not only necessary to focus on the bridge section but also to organize synchronous construction of approach roads. The bridge is completed but the approach road is slow, which will affect the exploitation capacity of the project, so the items must be deployed synchronously, ensuring safety and investment efficiency.

Regarding materials and supplies, Vice Chairman of the City People's Committee Bui Duy Cuong emphasized the spirit of prioritizing the use of domestic resources, and at the same time requested units to closely assess the production and supply capacity of contractors to have appropriate plans, not to let the shortage of materials and equipment affect the progress.

The consistent guiding spirit is to shift from "incentivizing progress" to organizing proactive, flexible and responsible construction.

Works that meet the conditions must be implemented immediately; bottlenecks must be handled immediately; contractors with sufficient capacity must be promoted, and contractors that do not meet the requirements must be adjusted.

Thereby, creating a clear change in the progress of key bridge projects, towards completing the set goals.
