The incident occurred at around 1:45 a.m. on June 12, on National Highway 2C towards Vinh Thinh Bridge, in Vinh Tuong Town, Vinh Tuong District, Vinh Phuc Province, between a car with license plate 19A-720.19 and a woman about 50 years old, driving a bicycle.
The car driver is Tran Quang Tuan (born in 1983, residing in Thuong Trung Lap hamlet, Cam Khe, Phu Tho). The bicycle driver died of unknown background information.
To support the investigation, Vinh Phuc Provincial Police requested the police forces of communes, wards and towns to review and determine the identity of the victims. When discovering the information, they exchanged it with the Office of the Investigation Police Agency of Vinh Phuc Province.
