Previously, at about 3 pm on April 10, V.D.M and a group of friends went to the Da River area (Hoa Binh ward) to swim. At about 3:30 pm, she unfortunately drowned and went missing.
Upon receiving the news, the Hoa Binh Fire and Rescue Team (Fire and Rescue Police Department, Provincial Police) mobilized forces and vehicles to the scene, coordinating with people to organize searches.
Through identification, the location where the victim encountered the accident was about 7–15m from the shore. At the time of the afternoon of April 10, the Da River was flowing strongly due to Hoa Binh Hydropower Plant discharging water to generate electricity. Functional forces used 2 boats, 16 officers and soldiers and mobilized 5 more boats of people to search on a river section about 400m long.
Until dawn on April 11, when the water level receded and the flow slowed down, people discovered and recovered the victim's body about 5m from the shore.
Functional forces have completed the dossier and handed over the body to the family for funeral arrangements according to local customs.
In the downstream area of Hoa Binh Hydropower Plant, drowning incidents have continuously occurred for many years, especially in the hot season. The victims are mainly students. Although there are warning signs prohibiting swimming in dangerous locations, violations still occur, posing high risks.
