The revolution to arrange the organizational structure of the political system has achieved breakthrough results and is highly appreciated. The current requirement is no longer to stop at "arrangement" but to move to the stage of refinement to make the apparatus operate more efficiently, smoother, clearly define rights and responsibilities and serve people and businesses better.
The focus is on continuing to improve the decentralization and delegation of power mechanism according to the three-level model: the Central Government focuses on building institutions, digital platforms and supervision; the provincial level manages and coordinates resources, regional linkages; the commune level directly implements, manages data and serves people and businesses.
When officially switching to the city model from September 1, 2026, the government apparatus in Quang Ninh quickly went into stable operation, operating smoothly. The direction, administration, settlement of administrative procedures and provision of basic public services were maintained continuously, without major interruptions or gaps in state management.
At the meeting of the Standing Committee of the City Party Committee on September 4, Member of the Party Central Committee, Secretary of Quang Ninh City Party Committee Quan Minh Cuong emphasized that the new model requires new thinking, vision and development philosophy, in which all policies must be aimed at improving the quality of life for people and creating favorable conditions for businesses.
In Hanoi, from reducing 76% of commune-level administrative focal points (arranging 526 communes, wards, and towns to 126 units) to strongly empowering grassroots levels, it has gradually affirmed the effectiveness of a strategic reform, towards a modern, streamlined and service-oriented governance.
The formation of new communes and wards not only creates a larger development space but also fundamentally addresses the situation of overlapping areas and overlaps in management. Hanoi has granted maximum power to the grassroots level, turning the commune level from a passive position into a true "local management center".
Taking efficiency in serving the people as a measure
In An Giang, this locality has built, managed and maintained the "Task assignment and monitoring board", ensuring that key tasks clearly identify the implementers, deadlines, products and handling status. The province focuses on arranging and innovating the organizational structure.
This locality has urgently restructured the administrative apparatus, transferred operating capacity to the grassroots level, and taken the commune level as the new operating center. The province transferred the functions and tasks of specialized departments to multi-sectoral and multi-field management departments; terminated the operation of the Provincial Public Administration Service Center and the commune-level public administration service center when 100% of public services were implemented throughout the process.
Talking to Lao Dong Newspaper, National Assembly Deputy Nguyen Thi Viet Nga (National Assembly Delegation of Hai Phong City) said that the operation of 2-level local governments, specific changes in administrative reform, public asset management and arrangement of the education network, the overall picture of streamlining the apparatus is being implemented in a synchronous, methodical and substantive manner.
According to the delegate, each policy of the provincial level must be realized from the commune level; each issue of the people must be resolved right from the commune level and each head of the commune level must be the nucleus of gathering, operating, and creating development. When the head is capable enough, daring to think, daring to do, and daring to take responsibility, the grassroots government will operate effectively and efficiently and become an important driving force for the development of the locality. Taking the efficiency of serving the people as a measure is a solid foundation for localities to continue to improve management capacity and unlock all resources for the new development stage.
