The People's Committee of Thu Duc City has just submitted to the People's Committee of Ho Chi Minh City Document No. 112/TTr-UBND on the plan to reorganize administrative units at all levels and build a model of organizing local government at 2 levels.
Currently, Thu Duc City has a population of 1,374,739 people, with an average density of 6,497 people/km². The city has 34 wards and 644 neighborhoods.
The plan is to merge 34 ward administrative units of Thu Duc City into 12 ward administrative units.
Hiep Binh Ward: Consolidation of Hiep Binh Chanh Ward, Hiep Binh Phuoc and a part of Linh Dong ward. Area of 16.01 km², a population of 191,878 people.
Tam Binh ward: Consolidation of Binh Chieu, Tam Binh and Tam Phu wards. Area of 10.71 km², a population of 146,569 people.
Thu Duc Ward: Consolidation of Binh Tho, Linh Chieu, Truong Tho, part of Linh Tay and the rest of Linh Dong. Area of 8.81 km², a population of 120,738 people.
Linh Xuan Ward: Merse of Linh Trung Ward, Linh Xuan and the rest of Linh Tay. Area of 12.29 km², a population of 153,725 people.
Long Binh Ward: Consolidation of Long Binh and Long Thanh My wards. Area of 29.78 km², a population of 100,760 people.
Tang Nhon Phu Ward: Merge Hiep Phu, Tan Phu, Tang Nhon Phu A and Tang Nhon Phu B Wards. Area of 16.16 km2, population of 181,317 people.
Phuoc Long Ward: Merge Phuoc Binh, Phuoc Long A and Phuoc Long B Wards. Area of 9.23 km2, population of 123,442 people.
Long Phuoc ward: Consolidation of Long Phuoc and Truong Thanh wards. Area of 34.29 km², population of 46,902 people.
Long Truong Ward: Consolidation of Long Truong and Phu Huu wards. Area of 24.49 km², a population of 71,026 people.
An Khanh ward: united An Khanh ward, An Loi Dong, Thao Dien, Thu Thiem and part of An Phu ward. Area of 14.82 km², a population of 73,629 people.
Binh Trung ward: Consolidation of Binh Trung Dong ward, Binh Trung Tay and the rest of An Phu. Area of 15.58 km², population of 108,139 people.
Cat Lai Ward: Consolidation of Cat Lai and Thanh My Loi ward. Area of 19.65 km², a population of 56,614 people.

Thu Duc City plans to keep the current ward headquarters as headquarters for new administrative units after the merger, to ensure convenience for people and meet the needs of cadres and civil servants.
At the same time, Thu Duc City proposed that each ward with an increased population of 5,000 people will have 1 additional civil servant; a ward with a population of 120,000 or more will have 1 additional Vice Chairman of the ward to meet management requirements.
Thu Duc City - was officially established on 1.1.2021 according to Resolution 1111/NQ -UBTVQH14 of the National Assembly Standing Committee, on the basis of merging three districts: 2, 9 and Thu Duc.
This is the first "city in the city" model in Vietnam, expected to become a nucleus leading the economic leader of Ho Chi Minh City, contributing 30% of the total product in the area (GRDP) and accounting for 7% of the country's GDP.
