The Chairman of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Construction to strengthen regulation and organize strict management of passenger transport activities, ensuring full meeting of the increasing travel demand of people during Tet, and preventing the situation of vehicle shortage causing people to return home late for Tet.
In particular, the Department of Construction is required to strengthen inspection of the implementation of declaration, listing and ticket sales at the correct freight rates and train and bus ticket prices according to regulations.
Before February 6, 2026, the Department of Construction must report to the Department of Finance on the Tet transport service plan, people's travel needs and ticket prices, comparing the increases and decreases compared to the same period.
According to the Ho Chi Minh City Department of Construction, during the Binh Ngo Lunar New Year 2026, the surcharge for inter-provincial fixed route passenger transport tickets is allowed to range from 40% to 60%, depending on the area and time. The surcharge is to compensate for the cost of empty buses running in the afternoon after Tet.
In the Tet service plan, the Ho Chi Minh City Department of Construction said it will focus on implementing key solutions such as requiring transport business units to strengthen propaganda and thoroughly grasp the team of drivers and service staff to strictly comply with the provisions of law; ensuring the declaration, listing and sale of tickets at the registered price.
For bus stations, the Department of Construction requests to strengthen direct control and supervision of ticket sales activities, strictly handle violations according to signed contracts, and prevent the situation of "ticket scalpers", price gouging or collecting money higher than the listed price from occurring.
In addition, the Ho Chi Minh City Department of Construction also requested the Departments of Construction of localities to closely coordinate in inter-provincial transport management, promptly inspect, rectify and handle acts of not listing prices or selling tickets not at the declared price.
In the coming time, if detecting intentional violations such as threatening, insulting, competing, enticing or coercing passengers to use services unintentionally, people and passengers can report through Ho Chi Minh City's 1022 Information Portal (free) to be received and handled.
The Ho Chi Minh City Department of Construction said that, according to the provisions of Decree No. 168/2024/ND-CP, passenger transport business drivers or vehicle operators who have acts of threatening, insulting, competing, attracting, coercing passengers; transferring, dropping off passengers or having acts to evade detection of overloading, exceeding the prescribed number of people will be administratively fined from 3,000,000 to 5,000,000 VND.
In addition, violators are also deducted points from their driver's license according to regulations.
