HCMC - The first bus to bring officers from Binh Duong to HCMC departs at 5:30 a.m., and from Ba Ria - Vung Tau departs at 5:10 a.m.

The Ho Chi Minh City People's Committee has just issued an official dispatch to deploy a plan to welcome cadres, civil servants, public employees and workers working at Party, State agencies, the Fatherland Front, socio-political organizations and public service units in the city, starting from July 1, 2025.

The City People's Committee approved the policy of organizing transportation according to the proposal of the Department of Construction.

The Ho Chi Minh City Department of Construction is assigned to preside over the organization and operation of transportation activities, coordinate with relevant units to ensure flexible, economical and effective implementation plans.

The Department of Finance guides the Department of Construction and the Public Transport Management Center in payment and settlement in accordance with regulations.

The Department of Home Affairs closely coordinates with the Department of Construction to determine the need for shuttle vehicles for all cadres, civil servants, public employees, and workers, thereby promptly adjusting them to suit the reality.

According to the plan of the Ho Chi Minh City Department of Construction, the bus route from Binh Duong will depart at the Provincial Administrative Center, ending at Saigon Bus Station (District 1), about 41 km long. The earliest trip starts at 5:30 am, the last trip leaves Ho Chi Minh City at 5:25 pm. There are 6 trips and 6 return trips per day, using high-quality vehicles.

The route from Ba Ria - Vung Tau is 77 km long, traveling about 2 hours and 10 minutes through Dong Nai, connecting by the Ho Chi Minh City - Long Thanh - Dau Giay Expressway and National Highway 51. The earliest trip departs at 5:10 am, the latest trip from Ho Chi Minh City arrives at 5:40 pm, with a frequency of 6 trips/day/ Afternoon.

Ho Chi Minh City also arranges additional regular trips on weekends, while serving the needs of work from the city's administrative center to the two provinces above.

The Department of Construction has not announced the specific number of cadres and civil servants from the two provinces who will work in Ho Chi Minh City. However, a survey of more than 1,000 people shows that up to 83% of cadres, civil servants and public employees in localities need to go home during the day.

Because the official personnel allocation plan is being finalized, the first phase of the welcoming plan will be flexibly implemented, based on the actual needs of the forces working at Ho Chi Minh City administrative agencies.

In the first phase, this option will be applied from July to the end of 2025, with an operating cost of about 1.3 billion VND per month. The funding source is taken from the budget to support public passenger transport by bus that has been allocated to the Department of Construction in 2025.

From 2026, when the travel needs of cadres and civil servants have stabilized, Ho Chi Minh City will study the transition to the method of placing orders or bidding with appropriate transport units.

The Ho Chi Minh City People's Committee has just proposed that the Ministry of Construction expand the group of subjects to be allocated public housing after merging provinces and cities.

According to Article 45 of the Housing Law 2023, many cadres, civil servants and public employees mobilized within the new city are not eligible for housing arrangement due to having a position allowance coefficient of less than 0.7 or no allowances.

Ho Chi Minh City proposed that the Ministry of Construction review, synthesize and submit to the Prime Minister for consideration of expanding the subjects, including cases with low allowance coefficients or no, but are transferred between Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau.

In addition, the city also proposed to supplement standards on the area and equipment norms for civil service buildings, to ensure minimum living conditions for officials when assigned to the new locality.
