Ho Chi Minh City modernizes grassroots police with a "one-stop" department in 20 wards and communes, solving 9 administrative areas more quickly and conveniently.

On October 8, Ho Chi Minh City Police held a launching ceremony for the Department of Receiving and Returning Results for Administrative Procedures ( "One-stop" Department) at 20 Ward and Commune Police in Ho Chi Minh City. This is a breakthrough in the modernization of the grassroots police force.

According to Lao Dong at the "one-stop" Department of Saigon Ward Police on the day of the launch, police officers were present early in the morning in a ready-made position to serve the people.

Accordingly, people coming to the ward will be instructed by police officers in 9 administrative areas including: Area of ID management; electronic identification and authentication; immigration management; registration of residence management; management of weapons, explosives, support tools and fireworks; field of fire prevention and rescue; management of investment and business with security and order conditions; registration of road vehicle management; field of driving license testing including issuance, renewal and re-issuance of driving licenses. In particular, the immigration management procedures at the ward police only support the confirmation of temporary residence for foreigners.

Present to complete the procedures to confirm her residence, Ms. Pham Thi Hien (residing in Saigon ward) said that it was the first time she had completed the procedures according to the new process, so she was a bit bewildered. Fortunately, the staff here are very enthusiastically supportive, guiding her to fill in all the information and complete the procedures.

Previously, when doing procedures at the police headquarters, I had to declare on paper, contact the area, go through many steps and have to wait for the officer to sign the confirmation. Here, I can wait for the results after finishing work in the reception area. I find the current process much more modern and convenient," Ms. Hien said excitedly.

At the launching ceremony, Colonel Nguyen Dinh Duong, Deputy Director of Ho Chi Minh City Police, affirmed that digital transformation is a key factor to innovate leadership, direction, and management methods, shifting from traditional work to the electronic environment and digital platforms.

The launch of the One-stop Department not only builds a utility software but also an act of shifting from administrative management to administrative service, taking people and businesses as the center, the main subject and driving force. This is also a criterion to build a grassroots police force close to the people, respecting the people, understanding the people, for the people, Colonel Nguyen Dinh Duong emphasized.

Colonel Nguyen Dinh Duong said that Ho Chi Minh City Police will continue to advise on completing facilities, skills and inspection, removing difficulties for the grassroots Police. The goal is to complete the construction of a modern "one-stop" department at the remaining ward and commune police stations in Ho Chi Minh City by January 2026.

I believe that with the determination of the City Police, the efforts of the units and the support of the people, Ho Chi Minh City Police will successfully modernize the 'One-stop' Department, considering this a promise and commitment of the Police force to the people, contributing to building a disciplined, elite and modern force, Colonel Nguyen Dinh Duong affirmed.
