The Ho Chi Minh City Department of Home Affairs is seeking opinions on a draft Resolution stipulating policies to encourage civil servants to constantly study and improve their professional qualifications and working capacity.
According to the proposal, Ho Chi Minh City will support 80 million VND/person/course for master's training.
Support of 150 million VND/person/course for doctoral and specialist level I training.
Support of 200 million VND/person/course for specialized training II.
According to the draft, postgraduate self-training civil servants will be supported if they meet many conditions. In which, participation in the course must be approved in writing by the head of the agency or unit before starting training.
The person being supported must have a working period of 3 years or more, in two consecutive years before going to school, have completed their tasks well, are not subject to disciplinary action consideration and have at least 10 years of service at the agency from the time of being certified to go to school.
In addition, during the study period, civil servants must still complete their assigned tasks well; after graduation, they must commit to continue working at the agency sending them to study for a minimum time three times the training time.
The draft also stipulates that the major must be suitable for the job position and belong to the list of majors for postgraduate training in Ho Chi Minh City until 2030, with a vision to 2040. After being granted a degree, civil servants must send a copy of the degree to the agency within 60 days.
Each civil servant is only entitled to a one-time support policy for each training level, including master's or specialist level I (or equivalent) and doctoral or specialist level II (or equivalent).
In addition to self-training support policies, the draft also stipulates regimes for civil servants holding leadership and management positions under the management of the Standing Committee of the City Party Committee when they are sent to study under the postgraduate training program of the City Party Committee.
Accordingly, these cases are supported with 100% of the cost of purchasing learning materials according to legal documents; support of 50 million VND for the implementation and defense of master's theses; 60 million VND for doctoral dissertations. At the same time, during the study period, they are still entitled to 100% of the additional income expenditure according to the evaluation and classification results of the immediately preceding quarter before being sent to study.
To ensure the effectiveness of budget use, the draft stipulates that civil servants who have received support but quit their jobs or voluntarily quit their jobs when they have not completed the committed period of continuing to work for at least 5 years after enjoying the policy must return the funds according to regulations. In case of using illegal diplomas or diplomas not recognized by competent authorities, they must also return the entire amount of money that has been supported.
Conversely, civil servants will not have to compensate for expenses if after being supported, they are transferred, rotated, assigned, or transferred to another agency by competent authorities but still belong to the system of agencies of the Party, State, Vietnam Fatherland Front or socio-political organizations at the central, provincial and commune levels.
According to preliminary calculations by the Ho Chi Minh City Department of Home Affairs, the total estimated cost to implement this policy is about 678.9 billion VND in the 2-year period.
The draft Resolution is expected to be submitted to the Ho Chi Minh City People's Council for consideration and approval at the year-end session in 2026.
