The two sections of Beltway 2 through Thu Duc City have a total length of more than 6km. Section 1 is 3.5km long, starting from Phu Huu Bridge and connecting to Vo Nguyen Giap Avenue, with a total investment of about VND9,328 billion.
Section 2 from Vo Nguyen Giap Avenue to Pham Van Dong Street, has a length of 2.8km with a total capital of about 4,543 billion VND.
Both projects will have their entire land cleared from the beginning, 67m wide, then parallel roads will be built on both sides with 6 lanes (each road is 17m wide, 3 lanes). The vacant land in the middle of the route will be reserved for future road expansion.
Of the total investment cost, the majority of the cost is for site clearance, estimated at more than VND8,600 billion, to reclaim more than 61 hectares of land. This is one of the major challenges of the project, due to the large number of affected households, up to more than 1,000 cases.
According to Mr. Hoang Tung - Chairman of Thu Duc City People's Committee, the counting and verification work has been completed on schedule. Currently, the units are urgently completing legal procedures, collecting information and appraising land prices to be able to proceed with compensation for the people.
However, one of the biggest difficulties of the project at present is the resettlement of affected households.
The Belt Road 2 project is expected to require 657 plots of land and 68 apartments to serve resettlement needs. Of which, section 1 requires 555 plots of land and 58 apartments, while section 2 requires 102 plots of land and 10 apartments. However, when the 2024 Land Law comes into effect, the project will face many new legal problems.
Thu Duc City has proposed that the Ho Chi Minh City People's Committee adjust decisions related to compensation and resettlement, and at the same time requested a review of all public land along Ring Road 2 to build the nearest resettlement area for households.
"Currently, Thu Duc City has identified a number of land plots that can be used immediately for the construction of resettlement areas with a total investment not too large," said Mr. Hoang Tung.
At a recent working session with Thu Duc City, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that the two sections of Ring Road 2 through Thu Duc City are "model" projects in implementing the 2024 Land Law.
Mr. Phan Van Mai requested that relevant departments and branches must have high political determination and coordinate closely to effectively implement the project right from the first stage.
To achieve the above goal, Mr. Phan Van Mai noted that relevant departments and branches should focus on implementing the task of adjusting land price lists and related documents, other support policies, and by October 30, must complete project approval and approve resettlement compensation plans.
In addition, Mr. Phan Van Mai also assigned Thu Duc City to complete disbursing at least VND 7,600 billion for the Ring Road 2 project by the end of this year.
