New Political - Administrative Center in Thu Thiem
The Ho Chi Minh City Political - Administrative Center will be built in the central lake area of Thu Thiem New Urban Area, along To Huu Avenue, with an area of about 7.84 ha, maximum height of 30 floors.
This location is assessed to have a close connection in terms of space, landscape and vision with the existing central axis, while directly connecting key functional areas such as the financial center, commercial - service and mixed urban areas in the area.

According to the plan, the center will meet the regular work needs of about 6,000 officials, civil servants, and public employees.
Every day, this place is expected to receive from 1,500 - 2,000 people and business representatives through the modern "one-stop shop" system.
Focusing agencies that are scattered at one focal point helps strengthen intercommunication in management, shorten dossier processing time and improve service quality.
Ben Thanh - Thu Thiem Metro
Ho Chi Minh City is maximizing special mechanisms and policies to be able to start construction of the Ben Thanh - Thu Thiem Metro line on April 30th.
The metro line is about 5.58 km long, including 6 underground stations, with a preliminary total investment of about 33,000 billion VND. The entire line goes underground along Ham Nghi street, crosses the Saigon River, then along the Mai Chi Tho axis and ends at Thu Thiem station.

The project is large-scale with a container port area of 222.4 ha (of which about 121 ha is encroached on the sea), a modern port system with a total length of nearly 7.5 km.

In addition to the wharf system, the project synchronously invests in container yards, warehouses (cold warehouses, cool warehouses, CFS warehouses), irradiation areas and auxiliary works, technical infrastructure. The water area in front of the wharf is about 121.8 ha.

The project is implemented in 3 phases: Phase 1 operation from the fourth quarter of 2028; phase 2 from the first quarter of 2035; phase 3 from the first quarter of 2045.
When fully completed, the port will reach a maximum capacity of 10.8 million TEUs/year. Total investment capital is about 50.820 billion VND (equivalent to 1.97 billion USD).
International University Urban Area
Another large-scale project expected to start construction on April 30 is the International University Urban Area in Xuan Thoi Son commune, Northwest area of Ho Chi Minh City, with an area of about 880 ha.
The project is identified as a research - training functional area according to the City's plan, playing the core role of the Northern training center cluster.
When formed, the urban area will connect with other large-scale educational and research institutions, contributing to reducing the load on the inner city area, while creating motivation for socio-economic development in the Northwest gateway area.
According to forecasts, the urban area has a population size of about 135,000 people, along with about 60,000 students studying and researching.

The project was granted an investment certificate in 2008 with a total capital of about 56,000 billion VND. However, due to site clearance problems and changes in the legal framework, the project has been temporarily suspended for 17 years.
In early 2025, the Prime Minister issued Decision 80/QD-TTg adjusting the investment policy, raising the total capital to 59,000 billion VND, creating an important legal corridor for the project to restart.
