The Ho Chi Minh City Department of Construction has just sent an urgent document to the Ho Chi Minh City People's Committee on the pre-feasibility study of the project to build the Cat Lai - Phu Huu inter- port road, connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection and Ho Chi Minh City Ring Road 3 (HLD intersection).
According to the proposal, the entire inter- port route is about 6 km long, with a cross-section of 60 m wide (12 lanes), a design speed of 60 km/h, starting from Nguyen Thi Dinh Street, directly connecting to the HLD intersection.

The Ba Cua bridge construction route consists of 2 units with a total of 10 lanes. Each unit has 5 lanes, including 3 main lanes and 2 parallel lanes, ensuring a large capacity for container trucks.
Notably, the section from Phu Huu port to HLD intersection will build a 4-lane elevated road, combining 3 locations connecting to the low road section, contributing to separating the port traffic flow from urban traffic.
At the intersection with Nguyen Thi Dinh Street, the first phase will be organized at the level crossing; the next phases will be studied for investment at other intersections.
At the HLD expressway intersection alone, the project will maintain its current form, while adding connecting branches of the inter- port road. The principle of traffic organization is to prioritize vehicles entering and leaving the inter-borough road to enter the expressway to quickly clear vehicles entering and leaving the port, limiting the situation of vehicles entering and leaving the inner-city port area.

The project has a total estimated investment of about VND 8,782 billion, of which construction and equipment costs account for nearly VND 6,000 billion, contingency costs are more than VND 1,180 billion.
The cost of compensation, support, and resettlement is about 1,290 billion VND. The project reclaims 61.31 hectares of land from 139 households and organizations, of which 20 households must be cleared.
The site clearance work is expected to be implemented from the first quarter of 2026, starting in the fourth quarter of 2026 and completed after 2028.
According to the Ho Chi Minh City Department of Construction, the Cat Lai - Phu Huu port cluster located along the Dong Nai river, in Cat Lai ward and Long Truong ward, is a key port cluster, playing a particularly important role in import-export activities of the key economic region in the South.
Currently, vehicles entering and exiting the port area mainly travel through Nguyen Thi Dinh, Nguyen Duy Trinh, Vo Chi Cong, Dong Van Cong, Mai Chi Tho streets... often falling into serious congestion, especially during rush hour. This situation not only increases logistics costs, reduces the competitiveness of goods but also poses a potential risk to traffic safety, greatly affecting the lives of people in the area.
The investment in the Cat Lai - Phu Huu inter- port route is considered a strategic solution, creating a specialized traffic axis, directly connecting the port system with the inter-regional traffic network including Ring Road 3, Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Ben Luc - Long Thanh Expressway.
When completed, the project will not only contribute to reducing pressure on existing routes such as Nguyen Thi Dinh, Nguyen Duy Trinh, Hanoi Highway, but also create momentum to promote the logistics chain, effectively exploit the economic potential of seaports, making an important contribution to the socio-economic development of Ho Chi Minh City and the Southern region.
