On August 31, the Ho Chi Minh City People's Committee issued a document on supplementing the state budget estimate for 2025 to implement the policy of giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
In particular, the Ho Chi Minh City People's Committee approved an additional budget with a total amount of more than 1,010 billion VND for the Ho Chi Minh City Police and communes, wards, and special zones to implement the gift-giving policy, including more than 989.34 billion VND from the central budget expenditure estimate in 2025; and more than 20.88 billion VND from the Ho Chi Minh City budget reserve.
The Ho Chi Minh City People's Committee assigned the Department of Finance to provide additional funding sources to units according to regulations. At the same time, assign the People's Committees of communes, wards and special zones to receive, allocate funds and implement gift giving policies; preside over and coordinate with the Police of communes, wards, special zones and competent agencies to organize gift giving to people according to regulations, ensuring the right subjects, timely and no overlap. Report the implementation results to the Department of Finance before September 20.
In case of lack of funding during the implementation process, units must report to the Ho Chi Minh City People's Committee (through the Department of Finance) for timely supplementation, not to be delayed.
People in Ho Chi Minh City can receive gifts as follows:
- Use the VNeID application to register, link to a bank account that has been linked to a social security account. People are encouraged to register to receive gifts through this form to ensure that the gift giving is quick, convenient, and does not take time to receive them directly.
- Receive directly at the People's Committee at the commune level (according to the location announced by the People's Committee at the commune level). The recommendation applies to cases that cannot register to receive gifts through the VNeID application.
