The Ho Chi Minh City People's Committee has just approved Masterise Group Joint Stock Company to study and prepare a report on the investment proposal for the Phu My 2 bridge project under the public-private partnership (PPP) method.
According to the enterprise's proposal, Phu My 2 Bridge has a total length of about 6.3 km, including both the bridge and the approach road. The starting point is expected to be on Nguyen Huu Tho Street (HCMC), the end point connects with Lien Cang Street (Dong Nai Province).
The bridge is designed with 8 lanes, including 6 mechanical lanes and 2 mixed lanes.
The project is proposed to be invested in the form of construction - transfer (BT), with a total capital of nearly 13,000 billion VND.
Of which, more than VND 10,700 billion was mobilized by investors for construction and installation and about VND 2,100 billion from the budgets of Ho Chi Minh City and Dong Nai was used for site clearance.
If the investment policy is approved, the enterprise is expected to start construction of Phu My 2 bridge in the third quarter of 2026 and complete after 3 years.
The Ho Chi Minh City People's Committee assigned Masterise Company to balance research funding and prepare a proposal report without using the city budget.
The deadline for completing the dossier to submit to the competent authority is 12 months from the date of assignment of tasks. If the deadline is exceeded or the project is not approved, the enterprise must bear all the costs.
Ho Chi Minh City also affirmed that assigning Masterise research does not mean appointing it as an official investor. After completing the research phase, Ho Chi Minh City will organize the selection of investors in accordance with legal regulations.
The Ho Chi Minh City People's Committee assigned the Department of Finance to preside over and coordinate with departments and branches to guide Masterise in the process of preparing and appraising documents, and at the same time advise on the procedures for approving investment policies in accordance with regulations.
The Department of Agriculture and Environment of Ho Chi Minh City is assigned to coordinate with the investor and the Department of Agriculture and Environment of Dong Nai province to determine the counterpart land fund in accordance with legal regulations, in case the project is implemented in the form of a BT contract.
At the same time, the Department of Planning and Architecture shall preside over and coordinate with the Department of Construction and the People's Committees of relevant wards and communes to organize the preparation or local adjustment of planning projects (if necessary), ensuring consistency and compliance with the project investment proposal schedule.

According to the Department of Finance, the investment in Phu My 2 Bridge is necessary and urgent, because this will be a new traffic axis connecting Ho Chi Minh City and Dong Nai, helping to significantly reduce the load on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway and the existing Phu My Bridge.
When completed, Phu My 2 Bridge, the North-South Axis Road (Nguyen Huu Tho) and Road 25C (Dong Nai) will form a corridor to move quickly to Long Thanh Airport.
In addition, Phu My 2 Bridge is also expected to increase the connectivity between Nam Sai Gon Urban Area and Nhon Trach District, promoting urban, industrial and logistics development of both localities.
Currently, Ho Chi Minh City and Dong Nai are separated by many major rivers such as Dong Nai, Long Tau, Dong Tranh, Thi Vai, while existing road connections such as National Highway 1, National Highway 1K and Ho Chi Minh City - Long Thanh - Dau Giay Expressway are all overloaded.
In recent years, the traffic infrastructure in this area has been improved with Nhon Trach Bridge on Ho Chi Minh City Ring Road 3 completed and Ben Luc - Long Thanh Expressway expected to be fully operated in 2026.
At the same time, Dong Nai 2 Bridge and Cat Lai Bridge are also being studied by the two localities to expand the regional connection network.
