Hearing the news that storm No. 13 is forecast to make landfall in Quang Ngai in the coming days, on the morning of November 4, Mr. Vo Hoai Thuan, manager of sake Beer Restaurant on Phan Boi Chau Street (Nghia Lo Ward, Quang Ngai Province), rushed to the market to buy 500 60x100 football bags. These ball bags are filled with water and then hung tightly on the roofs of restaurants.
"Storm No. 13 is forecast to be very strong, so we proactively reinforced our roofs with water bags. This method is both safe and less arduous than plowing soil and sand onto the roof, Mr. Thuan shared, still rolling each bag of water with his hands.

Similarly, at the areca nut factory in Dong Dinh Industrial Park (Nghia Hanh commune), Mr. Do Ngoc Thong - the factory manager - said: "As soon as we heard the news of the storm coming, we bought 400 bags of balloons, costing about 1.3 million VND, then pumped water together to the roof. Everyone is worried when hearing the forecast of very strong storms. We have to reduce and reinforce areas that are prone to blown off the roofs, otherwise if the machinery and goods in the factory are damaged, we will be left empty-handed".
In the center of Quang Ngai province, the storm response air is equally urgent. Since the afternoon of November 3, environmental workers have gathered vehicles and trimmed trees on many major roads to limit the risk of fallen trees, hitting people or houses when the storm makes landfall.

Mr. Bui Van Quang, General Director of Quang Ngai Urban Environment Joint Stock Company, said: Since the morning of November 3, we have mobilized maximum human resources and equipment to prune trees in the center of Quang Ngai province and Duc Pho ward. Thanks to regular propaganda, people clearly understand the importance of this, so they actively coordinate, helping the work to be implemented faster and more effectively".
According to the National Center for Hydro-Meteorological Forecasting, around the morning of November 5, storm Kalmaegi will enter the East Sea and become the 13th storm in 2025. Up to now, monitoring and forecasting data still have certain uncertainties about trajectory and intensity.
However, the latest forecast results show that the storm is moving quickly and at very high intensity. The storm may reach an intensity of over level 13 - 14 when in the Truong Sa special zone and in the Da Nang - Khanh Hoa sea area.
From around the night of November 6, the storm is likely to directly affect the area from Da Nang to Khanh Hoa. The strongest wind in coastal waters (including Ly Son Special Zone) is likely to reach level 12 - 13, gusting above level 15. The coastal mainland is likely to reach level 10 - 12, gusting to level 14 - 15.
This is a strong storm, with the possibility of thunderstorms and tornadoes before the storm makes landfall. Heavy rain will be widespread from the night of November 6 to November 9 in the area from Quang Tri to Dak Lak. Risk of a new flood on rivers from Quang Tri province to Khanh Hoa province.
