In the last days of January 2026, Hanoi City Police strengthened inspection, supervision and handling of violations of urban order and environmental sanitation in the form of "cold fines", through a surveillance camera system and images reflected at the scene. This is considered a peak period to restore urban order, especially in densely populated areas with many business activities.
Summarizing in 3 days from January 23 to 25, functional forces discovered and filed dossiers to handle 744 violations. The main violations are still encroachment on roadways and sidewalks for business and trading; placing advertising signs and items that violate regulations, causing traffic obstruction and affecting urban aesthetics.


Through summarizing data in 3 days, urban order violations are mainly concentrated in inner-city wards, areas with high population density and many business activities. In which, Van Mieu - Quoc Tu Giam ward is a locality that continuously recorded high violations, with 46 cases on January 23 and increased to 50 cases on January 25. Hoan Kiem ward also had high violations, including 15 cases on January 23, 17 cases (January 24) and 32 cases (January 25).
In addition, Dong Da ward also recorded a high level of violations, tending to increase from 23 cases on January 24th to 29 cases on January 25th. Some other areas also recorded many violations, such as: Cua Nam (12 cases on January 23rd, 16 cases on January 24th); Xuan Dinh (12 cases on January 23rd); Ha Dong (11 cases on January 24th, 18 cases on January 25th); Dong Anh commune (15 cases on January 23rd).
Notably, Hoang Liet and Phu Dien are two areas that recorded a large number of violations during the evening and night hours, with 20 cases in Hoang Liet and 16 cases in Phu Dien.


The application of the form of "cold fines" through images helps functional forces expand the scope of supervision and continuously handle violations, limiting the situation of evasion when there are no forces directly at the scene. All violations after being recorded are verified, classified and transferred to the police of communes and wards for handling in accordance with the law.
According to Hanoi City Police, maintaining handling for many consecutive days shows that the work of restoring urban order is not a movement, but is deployed regularly, with focus and key points.
