On June 23, speaking with a reporter from Lao Dong Newspaper, a representative of Thanh Hoa City's leadership said that after the disolution of the district-level government and the rearrangement of commune-level administrative units, the Thanh Hoa City Administrative Center was arranged as the headquarters of the Hac Thanh Ward People's Committee, and a number of units under the provincial departments and branches.

Also according to the representative of Thanh Hoa City, the old commune and ward headquarters in the city will be reviewed and arranged for appropriate use. Some headquarters will be handed over to the police force, some places will be transferred to the enforcement agency, or converted into educational institutions. The reuse of headquarters is to avoid abandonment and waste.
It is known that Thanh Hoa City Administrative Center is located on Nguyen Hoang Avenue, Dong Hai Ward, and started construction in 2017 with a total investment of more than 650 billion VND under the form of public-private partnership. The project was completed and put into use in 2019.
The project is built on an area of 42,000m2, including two functional subdivisions. Area A has three main buildings, which are the workplaces of cadres, civil servants, public employees and workers under the departments and offices of the City Party Committee, People's Council and People's Committee of Thanh Hoa City. Area B is the Conference Center and Guest House, including a 7-storey main building and a 2-storey rear guest house.
According to the Project on arranging commune-level administrative units, Thanh Hoa City will have 7 new wards including: Hac Thanh, Quang Phu, Dong Son, Dong Quang, Nguyet Vien, Dong Tien and Ham Rong.
Of which, Hac Thanh ward is considered the most populous ward in Thanh Hoa province, with more than 197,000 people and an area of over 24km2. This ward was established on the basis of merging the current status of 10 central wards of Thanh Hoa city, including: Truong Thi, Phu Son, Dien Bien, Lam Son, Ba Dinh, Ngoc Trao, Dong Son, Dong Huong, Dong Hai and Phu Son, along with part of Dong Tho and Dong Ve wards.
