On July 8, Chairman of An Giang Provincial People's Committee Ho Van Mung had a working session with Phu Quoc Special Zone on the operation of local government at both levels.
The Chairman of the Provincial People's Committee inspected the site at the Public Administration Service Center of the special zone and listened to reports on the implementation of work of the departments.
Mr. Tran Minh Khoa - Chairman of Phu Quoc Special Zone People's Committee - said: The Public Administration Service Center is located at the headquarters of the Department of Receiving and returning results of the old City People's Committee, including 1 director, 1 deputy director and 13 professional civil servants. Arrange 17 file receiving counters, with full computers, printers, scans, 1 file lookup machine and a file number system (8 number calling counters). There are areas to support people to submit documents online, information booths and hot water heaters to serve people.
The Internet transmission system ensures smooth connection of devices. There is free wifi for people to access and submit documents online conveniently.
After 4 days of operation (from July 1 to 4, 2025), 2,804 citizens were received for transactions; Received 1,208 new records, returned 529 records, and 679 records are being processed.

Receiving input documents and returning results must ensure complete digitalization and compliance with regulations. However, due to the large number of notarized records and short processing time, to facilitate people to receive results, ensuring according to regulations, the initial processing and reception on the system after the end of the day or on weekends, currently the data on the system is updated less than in reality.
From July 1, 2025 to July 5, 2025, the special zone has received 259 administrative procedure records (APs), of which 186 records were online (received from the National Public Service Portal) reaching a rate of 71.8%.
According to the People's Committee of Phu Quoc Special Zone, the facilities and equipment of the Public Administration Service Center are currently limited and do not meet the needs of the sudden increase in the number of transaction customers (due to the large number of communes and wards concentrated in one location); VNEID software cannot meet the requirements, so people cannot go online to submit documents (specifically social protection, meritorious people...); some existing equipment and machinery are old, have low cau hinh, and do not fully meet the requirements of current work, so the processing of documents has not been guaranteed according to regulations.
The new TTHC settlement system (after merging the two provinces) put into operation is not stable at times, affecting the process of receiving and handling documents. The processes for handling administrative procedures are not designed to suit reality (only a 7-step general configuration, however, there are administrative procedures with less than 7 steps or more than 7 steps,...).
The People's Committee of the Special Zone also proposed organizing periodic training on new administrative procedures for receptors at the Public Administration Service Center; announcing the current administrative procedures decision with administrative procedures for professional sectors to grasp.
In addition, the Department of Science and Technology is requested to adjust and upgrade the TTHC reception and settlement system to ensure smoothness and stability so that the file settlement can be synchronized with the National Portal in a timely manner. Request the Provincial People's Committee Office to advise the Provincial People's Committee to announce the decision on administrative procedures to be received at the commune level (procedural ministries have been standardized) to facilitate monitoring and control when newly issued, adjusted, supplemented or abolished.
