The Ministry of Home Affairs issued Circular 24/2025/TT-BNV amending and supplementing a number of contents of Circular 09/2005/TT-BNV guiding the implementation of the special allowance regime for cadres, civil servants, public employees and armed forces.
Accordingly, the areas eligible for special allowances include:




Based on Circular 24/2025/TT-BNV, the special allowance regime is applied to people working in areas with particularly difficult living conditions.
According to regulations, the subjects entitled to special allowances include:
Officers, professional soldiers, non-commissioned officers, soldiers, soldiers, along with cadres, civil servants, public employees, employees who have been ranked according to the salary scale prescribed by the State, workers in the payroll who are working at agencies and units under the Vietnam People's Army, People's Police and key organizations;
Cadres, civil servants, public employees and contract workers (including those who are in probation) who have been salaried according to the salary scale prescribed by the State, working at state agencies, public non-business units, associations and non-governmental organizations established by competent authorities.
Thus, from January 1, 2026, people working in areas subject to special allowances will enjoy special allowance regimes according to regulations.
