At the 15th Vietnam Health Trade Union Congress, term 2025-2030, Mr. Vu Anh Tuan - Vice Chairman of the Vietnam Health Trade Union said that through summarizing the recommendations and proposals of trade union members and workers from grassroots trade unions in the health sector, the majority expressed their desire for the Party, State, National Assembly and Government to continue to improve the system of policies and laws related to the health sector in the spirit of Resolution 72-NQ/TW dated September 9, 2025 of the Politburo.
Resolution 72-NQ/TW stipulates a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
Union members and workers in the health sector proposed to continue reforming salaries and allowance regimes. Accordingly, accelerate the implementation of salary policy reform according to Resolution 27-NQ/TW, build a specific coefficient for the health sector. Build a salary scale and table for the health sector associated with the level of professional complexity and professional responsibility.

Proposing the Government to soon issue a Decree stipulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities; epidemic prevention allowance regime; regime to support village and residential group health workers and village and hamlet midwives.
In addition, research the application of seniority allowances for medical staff similar to the education sector, in order to recognize the long-term contribution process, compensate for heavy and risky working conditions; create motivation to stick with the profession and ensure fairness in preferential policies for public service sectors with specific characteristics.
Mr. Vu Anh Tuan added that the opinions also proposed to supplement the mechanism to protect medical staff: including compulsory occupational responsibility insurance, legal support, ensuring labor safety and psychological support for departments and divisions working in high-pressure environments. Completing the mechanism to strictly handle acts of harassment, violence, and insult to medical staff, protecting the rights and safety of the medical team.
As of October 31, 2025, the Vietnam Health Union directly manages 120 grassroots trade unions with 60,694 trade union members, an increase of 12 grassroots trade unions and 9,066 trade union members compared to the beginning of the term. The remaining union members and workers in the health sector are currently being managed and operating at local labor federations.
According to the Vietnam Health Union, most workers in the health sector are well-trained, with high professional qualifications and skills that meet task requirements. Along with the development achievements of the country, many policies, allowances, working conditions, salaries, and incomes of union members and workers in units have improved, reaching an average of 15,561,391 VND/person/month, calculated specifically for the administrative and non-business sector is 17,057,341 VND/person/month, and the business sector is 12,142,077 VND/person/month, an increase compared to the previous term.
