Hanoi - Village heads coordinate to provide information and witnesses when the Commune People's Committee organizes inspections and handles violations on agricultural land, public land, public utility land...

Kieu Phu Commune People's Committee (Hanoi) has just issued a plan to implement land management and handle land violations in Kieu Phu commune in 2026.

Accordingly, based on the guiding documents of the Hanoi People's Committee, Kieu Phu Commune People's Committee organizes a review of all agricultural land plots, public land, public utility land, and unused land in the commune. Compare the current status of land use with cadastral records, maps, and inventory books. Create a list and records according to each violation case (name of land user, location of the land plot, scale, violation act, time of violation, current status).

At the same time, clearly classify groups of violations: newly arising violations, cases of re-violation, violations that have existed for many years.

Complete the overall review and classification of violations in the first quarter of 2026, regularly update and supplement when new violations arise. Based on the results of the review in the first quarter of 2026, the Commune People's Committee organizes assessment, classification and development of handling plans according to each stage: quarterly and annual assessment, ensuring continuous and uninterrupted monitoring" - the plan clearly states.

During the implementation process, Kieu Phu commune will apply flycam technology in inspection and review to detect land violations. The commune organizes periodic flycam technology inspection and monitoring of the current land use status in the commune, periodically weekly and unexpectedly when necessary, focusing on areas at high risk of violations such as: agricultural land, rice land, public land, public utility land, riverside areas, roadside areas, border areas of villages and neighboring communes.

Through images and flycam data to detect early signs of illegal land leveling, construction, corrugated iron enclosure, and land use purpose conversion; promptly make records of current status inspection, verify, establish records and advise on handling according to the provisions of law.

The results of flycam inspection are compiled and stored as management documents, monitoring the current status of land, serving reporting, inspection, handling of violations, monitoring of re-violations and periodic reports.

In addition to preparing dossiers, handling administrative violations and enforcing violations of land laws, the Commune People's Committee also organizes propaganda and dissemination of land laws.

Kieu Phu Commune People's Committee assigned the Commune Economic Department to preside over advising the Commune People's Committee to implement the plan; organize inspection and prepare dossiers to handle land violations in the area.

Village facilities are responsible for early detection and timely reporting of new violations arising in the managed area; coordinating to provide information and witnesses when the Commune People's Committee organizes inspections and handles violations.

At the same time, coordinate to propagate and disseminate land laws; mobilize and remind people to strictly comply with regulations on land management and use, to prevent new violations from arising.
