Regarding the arrangement of villages and residential groups in communes and wards, at the 10th session of the 15th National Assembly just concluded, leaders of the Ministry of Home Affairs said that this ministry is preparing for a plan to review and arrange villages, hamlets, and residential groups nationwide, expected to be implemented in May 2026.

Implementing the set goals to 2025 and 2030, the Department of Salaries and Social Insurance has actively advised the Ministry of Home Affairs on many important contents.

In this Law, 5 groups of subjects eligible to participate in compulsory social insurance are added. Accordingly, 1 of the 5 subjects eligible to participate in compulsory social insurance are non-specialized workers in villages and residential groups.
According to Clause 6, Article 33 of Decree 33/2023/ND-CP, people working part-time in villages and residential groups with no more than 3 titles (including Secretary of the Party cell, Village Head or Head of residential group, Head of the Fatherland Front Work Committee) are entitled to monthly allowances.
In case the Law has other regulations, it shall be implemented according to the provisions of that law. Encourage concurrently holding the position of Secretary of the Party Cell concurrently as village head, residential group head or head of the village and residential group's Fatherland Front Committee.
According to the Department of Wages and Social Insurance, in 2026, the unit will deploy research on the topic: "Solutions to expand the coverage of compulsory social insurance for employees working on digital platforms";
Complete the dossier of the draft Law on Social Insurance (amended) to ensure compliance with the political system after arrangement and submission to the Government and the National Assembly for approval in accordance with the set schedule;
Strengthen guidance, inspection, supervision, and monitoring of the law enforcement situation on social insurance in localities, especially the implementation of the provisions of the Law on Social Insurance No. 41/2024/QH15 and guiding documents.
