According to the report of the Department of Agriculture and Environment of Tuyen Quang province, sustainable poverty reduction in the area has achieved many positive results in recent times.
In particular, in the old Tuyen Quang province, the period 2021 - 2024 is calculated according to the poverty standard, the poverty rate decreased from 23.45% to 10.19%, down 13.26% compared to the beginning of the period, an average decrease of 4.42%/year, exceeding the set plan.
In the old Ha Giang province, the number of multidimensional poor households at the end of 2024 was 69,740 households (36.35%), down 11,711 households, equivalent to a decrease of 6.26% compared to the previous year, also exceeding the set target.
In particular, the rate of poor households among ethnic minorities has decreased sharply from 37.31% to 16.04%, with an average reduction of 7.09%/year, double the plan. By the end of 2023, the whole province of Tuyen Quang no longer has poor households who have contributed to the revolution and are receiving monthly allowances
The result is the drastic and synchronous implementation of sustainable poverty reduction solutions. Right from the beginning of the period, implementing the direction of the Central Government, the Standing Committee of the Tuyen Quang Provincial Party Committee issued Plan No. 127-KH/TU dated November 4, 2021 to implement Directive No. 05-CT/TW of the Secretariat on sustainable poverty reduction by 2030.
The People's Council of Tuyen Quang province has also issued 14 resolutions and the Provincial People's Committee issued 37 decisions and 14 specific implementation plans. The system of directive and guiding documents is promptly concretized and synchronized from the province to the grassroots, helping poverty reduction work to be focused, key and truly effective.
After 5 years of implementing the National Target Program on Sustainable Poverty Reduction in Tuyen Quang province, more than 1,100 billion VND has been mobilized to support livelihoods and social security. Thanks to that, tens of thousands of poor households have escaped poverty and have a stable life.
The Resolution of the first Tuyen Quang Provincial Party Congress set a target for the period 2025 - 2030, reducing the poverty rate by 3-4% per year.
To realize this goal, Tuyen Quang has identified that the key solution is to thoroughly remove inadequacies and overlaps of goals and tasks of programs and projects in the same area. At the same time, promote internal resources, create sustainable livelihoods for people.
Talking to reporters, Ms. Vuong Ngoc Ha - Vice Chairman of Tuyen Quang Provincial People's Committee - said that the province has carefully researched and determined to set a target of reducing the poverty rate by 3-4% per year. Therefore, sustainable poverty reduction is identified as one of the province's breakthroughs in the coming term.
"To do that, in addition to the support of the State through the National Target Programs, Tuyen Quang province determined to promote internal strength, arousing the spirit of self-reliance in each cadre and people. The action program not only focuses on supporting social security but also focuses on supporting sustainable livelihood development.
On the potential and advantages of the province such as tourism and forestry, we have proposed many specific solutions to create jobs and increase income for people with valuable products and services, especially in ethnic minority areas," said the Vice Chairman of the People's Committee of Tuyen Quang province.
In the period of 2026 - 2030, Tuyen Quang province also proposed that the Central Government continue to implement a number of key component projects such as supporting funding for projects related to the development of socio-economic infrastructure in poor communes, diversifying livelihoods and developing poverty reduction models. At the same time, develop sustainable vocational education and employment.
With high determination and determination to act, on the basis of the results achieved in poverty reduction work in the recent period, Tuyen Quang province confidently enters a new era with the goal of becoming a fairly developed, comprehensive, sustainable province with high average income by 2030 and striving to be a developed province with high income in the midlands and mountainous areas of the North by 2045.
