On August 20, according to the reporter's source, Chairman of the People's Committee of Cao Bang province Le Hai Hoa recently signed Decision No. 1344/QD-UBND promulgating the new Internal Regulations and Regulations on receiving citizens at the Provincial Citizen Reception Office, effective from the date of signing.
This is expected to establish a transparent, methodical and effective dialogue channel between the government and the people, clearly stipulating both the rights and obligations of the parties.
Accordingly, when coming to the Citizen Reception Office (located at De Tham 2 Residential Group, Thuc Phan Ward, Cao Bang Province), people were guaranteed to fully present the content of the incident; were instructed and explained enthusiastically about legal regulations.
People are also complained about violations by citizen receptionists; receive written notices of handling results; and be allowed to use an interpreter if they are not fluent in Vietnamese.
At the same time, citizens are required to present their personal documents, present the matter honestly, have a proper attitude and must send representatives if the incident has many people participating (group of 5-10 people send 1-2 representatives, 10 people send a maximum of 5 representatives).
The regulations also clearly state prohibited acts such as taking advantage of the right to complain to disrupt order; distorting, slandering; threatening, insulting law enforcement officers; or inciting, luring large crowds.
Violators will be reminded, have a record made and may be forced to leave the headquarters or be handled according to the provisions of law.
A notable highlight of the new Regulation is the establishment of a regular citizen reception schedule for the Chairman of the Provincial People's Committee. Specifically, at 9:00 a.m. on the 10th of each month, the Provincial Chairman will directly meet citizens at the Headquarters.
People in need need to register before the 5th of each month in person or by post. If the 10th falls on a holiday, holiday, or Tet holiday, the schedule will be postponed and specifically announced.
Each follow-up is arranged for a maximum of 20 minutes to ensure quality. In addition, the Provincial Chairman will also organize an emergency citizen reception for complicated and urgent cases.
As for the citizen receptionist, they are responsible for dressing neatly, having a respectful attitude, listening, and clearly explaining to the people; guiding them to the right competent authority to resolve the matter and must keep the information confidential for the whistleblower. Violations will be disciplined according to regulations.
This new regulation replaces the previous decision, demonstrating the efforts of Cao Bang province in reforming administrative procedures, putting citizen reception activities into order, taking people as the center and enhancing accountability of state agencies.
