The People's Council of Cao Bang province, term XVII, has passed Resolution No. 13/2025/NQ-HDND stipulating the level of work fees and conference organization fees for Party, State agencies, the Fatherland Front and public service units in the province.
Regarding travel costs, leaders with an allowance coefficient of 0.8 to 1.25 are paid for special economy class air tickets (Premium, Deluxe, Plus, Flex...).
In case of sudden failure to buy a high school ticket, officers can buy a business class according to the decision and responsibility of the head of the agency, with conditions suitable for the budget.
Working cars and personal vehicles, contract payment according to current regulations when officers work by public vehicle or self-sufficient vehicle.
In addition, the Resolution also stipulates in detail the level of accommodation support.
The support level is divided by distance:
Going to work outside the province: 250,000 VND/day/person.
Going to work in the province:
From 100 km or more: 250,000 VND/day/person.
From 50 - under 100 km: 200,000 VND/day/person.
From 20 - under 50 km: 150,000 VND/day/person.
From 10 - under 20 km: 80,000 VND/day/person.
In case of going and returning within the day, the head of the agency shall base on the travel time, distance, and actual working hours to decide on the support level, which must be stipulated in the internal spending regulations.
Regarding accommodation payment, there are two forms, contracted according to the norm or paid according to actual invoices.
According to the contract norm:
For leaders, the allowance coefficient is from 1.25 or higher: 1,600,000 VND/day/person.
Leadership staff coefficient from 0.8 - 1.20:
Working in centrally-run cities: 800,000 VND/day/person.
Working in the remaining provinces or areas within the province: 600,000 VND/day/person.
Other cadres, civil servants and public employees:
In centrally-governed cities: 600,000 VND/day/person.
Outside the province: 500,000 VND/day/person.
In the province: 400,000 VND/day/person (in wards) or 300,000 VND/day/person (in communes).
In particular, commune-level cadres who travel 20 km or more away and have to sleep but do not have a motel are paid VND 120,000/day/person (with confirmation from the Commune People's Committee or hamlet head).
According to the actual bill:
Leadership staff coefficient > 1.30: maximum VND 4,000,000/day/room (one person/room).
Coefficient 1.25 - 1.30: 2,000,000 VND in centrally-run cities; 1,800,000 VND in provinces and areas in the province.
Coefficient 0.8 - 1.20: 1,200,000 VND ( centrally-run cities); 800,000 VND (other localities).
The remaining cadres and civil servants: VND 1,400,000 ( centrally-run city, 2 people/commune); VND 1,100,000 (other provinces, 2 people/commune); VND 800,000 - 600,000 (in the province, 2 people/commune depending on the ward/commune).
In case the working group has an unusual number or is of different sexes, it can rent a separate room but not exceed the payment level according to general standards.
In case cadres, civil servants, public employees, and workers at the provincial and commune levels have to regularly go to work for more than 10 days/month, they will be supported with 700,000 VND/person/month (vehicle parking, fuel). This Clause is still enjoyed in parallel with the working fee regime for each trip, if any.
