On May 19, the Office of the People's Committee of Quang Binh province said that Permanent Vice Chairman of the Provincial People's Committee Doan Ngoc Lam had given instructions related to the incident of Lao Dong Newspaper reflecting on the situation of illegal land acquisition to fill the resettlement area of Phu Minh village, Thuong Hoa commune, Minh Hoa district.
Accordingly, the Provincial People's Committee assigned the People's Committee of Minh Hoa district to urgently inspect and verify the content of the report, strictly handle organizations and individuals who violate the law in accordance with legal regulations (if any), and report the results to the Provincial People's Committee.
Chairman of the People's Committee of Thuong Hoa commune - Mr. Dinh Van Giao confirmed that he had initially inspected and determined that there were more than 900m3 of illegal land taken from people's houses to fill the Phu Minh resettlement area. The Commune People's Committee has drawn up a record of the scene and invited the landowner and the contractor to work.



Mr. Giao added that after completing the work, the locality will consider handling the responsibility of the parties involved in the incident.
Currently, the dumping of soil at the project has been suspended to serve the verification work.
The Phu Minh resettlement area project is invested by the Minh Hoa District Project Management and Land Fund Development Board, the joint venture of Huy Hoang Construction Investment Company Limited and Quyet Tien Construction Mechanical Company Limited is the construction unit. The filling area is about 0.8ha, expected to hand over the site on June 30, 2025.
However, it is worth noting that during the process of the contractor putting land into leveling, the investor and supervision unit, the Project Management Board, did not detect the land use of unknown origin. Meanwhile, the commune cadastral official confirms the land area is not legally exploited, but the production forest land is registered by households as a farm.
Previously, Lao Dong Newspaper published an article "Using illegal land to fill the resettlement area", reflecting the continuous operation of excavators and trucks on a hill in Phu Minh village to dump soil for the resettlement project. Local people said that this situation occurred openly, with a lot of dust.
The case is currently being further investigated by the authorities.
