In a telegram sent to the People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh; the Ministries of National Defense, Public Security, Natural Resources and Environment, Transport, Industry and Trade, Information and Communications, Foreign Affairs; and news agencies and newspapers on October 21, the Ministry of Agriculture and Rural Development said that it is forecasted that by the night of October 22, the area from Quang Tri to Binh Dinh will continue to have rain from 50-100mm, locally over 150mm in some places, heavy rain is likely to cause flooding in low-lying areas and flash floods on small rivers and streams, landslides on steep slopes.
At the same time, according to the National Center for Hydro-Meteorological Forecasting, a tropical depression is active in the eastern part of the Philippines, forecast to strengthen into a storm in the next 24 hours, and around October 25, it is likely to move into the East Sea.
From the afternoon and night of October 24, the eastern sea area of the North East Sea (east of 118.5 degrees East longitude) will have winds gradually increasing to level 8, near the storm center, winds will be level 9-10, gusting to level 12.

To proactively respond to heavy rain and tropical depression, the Minister of Agriculture and Rural Development requested ministries, branches, and the Chairman of the People’s Committee of coastal provinces and cities from Quang Ninh to Binh Dinh to closely monitor forecast and warning bulletins; notify captains and owners of vehicles and boats (including cruise ships) operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property.
Maintain communication to promptly handle any bad situations that may arise. Prepare forces and means for rescue when requested.
For inland areas, deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides. Proactively evacuate people in dangerous areas to safe places.
In addition, organize forces to guard, control, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.
Organize the operation and implement plans to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs, important irrigation reservoirs, and projects under construction; arrange permanent forces to operate and regulate and be ready to handle possible situations.
Direct local radio and television stations and mass media agencies to strengthen measures to inform authorities and people about weather and natural disaster developments so that they can proactively prevent and respond.
In particular, be on duty seriously (24/7), regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
