Mobilizing to increase rescue teams, incident handling teams, and power generation repair teams
Sharing with Lao Dong, Viettel representative said: Since the beginning of 2025, Viettel has developed detailed disaster prevention plans, ensuring that 100% of the management boards at Viettel provincial buildings have two independent cables, 100% of key stations in the transmission line are equipped with fixed generators. A team of experienced staff is mobilized to be on duty at priority station locations.
In addition, 66 transmission channels, concentrated in Lang Son, Tuyen Quang, Thai Nguyen, Cao Bang provinces are guaranteed to connect to the headquarters of the People's Committees at the ward/commune level. In Quang Ninh province, cable systems to command offices have been undergrounded, ensuring stable transmission and smooth communication.
To prepare for storm No. 3, Viettel has prepared 4 on-site forces: on-site command, on-site forces, on-site vehicles and materials, on-site logistics.
In addition to the forces in the province, Viettel said it has deployed 100 teams to provide information to BTS stations and cable lines; 150 teams to handle fixed broadband subscriber incidents; 30 teams to repair generators to support provinces affected by storms and circulation. Information rescue materials (optical cables, welding equipment, satellite phones, etc.) in all provinces have a high reserve ratio.
Mobile broadcasting vehicles have been deployed in Quang Ninh, Hung Yen and Ninh Binh. 09 vehicles are ready to be transferred to affected areas.
All cables connecting the Northeast and Northwest regions have at least 3 backup connection directions, the cables in clusters of wards/communes have 1-3 backup connection directions. Most of them are cable lines that have been reinforced and can be affected by natural disasters.
Supporting people at the highest level
Viettel stores are all equipped with explosives and gasoline to maintain operations and support people in charging their phones. On July 21, Viettel sent warning messages to 2.5 million customers in the storm-affected areas and will continue to implement customer care programs and support communication services before and after the storm.

Meanwhile, MobiFone network is ready for location and 24/7 on-duty to ensure preparation, response, and rescue work in the face of the storm.
MobiFone's technical units and networks have urgently developed scenarios and information response plans, closely monitoring and synchronizing messages with the Hydrometeorological Center and local authorities. Units expected to be affected by the storm have mobilized 100% of human resources, strictly implementing the principles of "4 on-site command - on-site forces - on-site means, supplies - on-site logistics) and "3 readiness" (3 proactive prevention - timely response - urgent and effective response).
MobiFone has inspected the system, network, infrastructure, and conducted a comprehensive review of the network status in areas at risk of being affected by natural disasters, especially coastal provinces and mountainous areas prone to landslides. Check wave quality, traffic, important broadcasting points, independent BTS stations, solar power stations and complex terrain areas. Along with that, it is necessary to assess the performance status of internal networks, data centers, and network monitoring systems (NOC), ensuring smooth access, operation, and incident handling throughout the natural disaster.
At the same time, MobiFone units also deploy first aid work, inspect the scene, urgently install a backup power source system, carry out maintenance and renovation to solidify, ensure safety for the broadcasting station, and at the same time promote the equipment of labor protection such as helmets, safety ropes, flashlights, life jackets, raincoats and other materials for flood and disaster prevention, etc., ready to operate in all situations.
