Many authorities in Hanoi have developed a plan to be on duty and handle incidents that may occur when storm No. 3 Wipha makes landfall.

EVN Hanoi urgently warns of electrical safety before storm No. 3 Wipha

On the morning of July 21, Hanoi Electricity Corporation (EVN Hanoi) said it had activated response plans to ensure safe and stable operation of the power system, while increasing warnings to the people.

According to the National Center for Hydro-Meteorological Forecasting, storm Wipha is active in the Northern Gulf of Tonkin, with winds near the storm's center at level 11-12, gusting to level 15. In Hanoi, at 4:00 p.m. on July 19, 2025, thunderstorms with local tornadoes were recorded, directly affecting the operation of the power grid in the area.

Immediately after receiving a warning from the meteorological agency, EVN Hanoi directed its affiliated power companies to urgently review the entire system, especially vulnerable locations, power poles near trees, and residential areas prone to flooding.

In parallel with technical work, the Corporation also strengthens propaganda and guides customers on safe electricity use measures in extreme weather conditions.

EVN Hanoi recommends that people should turn off their electricity at home when there is a storm, heavy rain or risk of flooding to prevent fire. Absolutely do not touch electrical equipment when your hands are wet, walk barefoot on a damp or flooded house.

After the power is restored, do not turn on or turn on all devices at the same time, you should gradually experiment with small-capacity devices to assess the stability. Before using, it is necessary to carefully check the status of sockets, cables, and electrical equipment to prevent dangerous fires and explosions and electrical leaks.

The electricity industry also noted that households, agencies, and units living and working near power stations need to strictly comply with regulations on the safety corridor of power works: do not build or violate the water supply and drainage system, ventilation, do not let wastewater penetrate and affect electrical equipment.

Applying for 100% of troops to respond to storms

On the same morning, the Steering Committee for Natural Disaster Prevention of Hanoi Drainage Company Limited also issued a document seriously implementing the plan to be on duty and prevent flooding throughout the city.

Accordingly, from 9:00 p.m. on July 20, 2025, the Company will organize continuous shifts until there is a notice of an end. Subordinate units are responsible for updating weather developments closely, receiving and promptly implementing instructions from the City Disaster Prevention Command, Department of Construction, People's Committees of wards and communes; fully reporting the situation, incidents and damage if any.

The affiliated enterprises must develop a 100% manpower plan, deploy adequate means and machinery, and be ready to serve the drainage work in the event of heavy rain caused by the storm.

River and reservoir systems need to have their buffer water level lowered according to regulations; excavators and pumping stations must operate according to procedures and be ready to drain water when necessary. The work of dumping garbage at water intake gates starts at 5:30 a.m. every day, accompanied by inspection and review of sewers, intake stations, and inspection stations throughout the area to promptly detect and handle incidents.

On the morning of July 21, the General Director of Hanoi Urban Environment Company Limited (Urenco) also issued a telegram directing departments, offices, and affiliated units to urgently deploy measures to prevent natural disasters.

Accordingly, Vinasarcom requested heads of units and units to closely monitor the development of storms and floods, strictly implement the motto "4 on-site", "3 ready" and each unit's own plan.

Units need to ensure adequate materials, means, and equipment are ready to respond. Proactively check, tie, and check safety for headquarters, factories, equipment, and vehicles. In case of heavy rain, thunderstorms, strong winds, production must be temporarily suspended, ensuring safety for workers; production must only be resumed when weather conditions allow.

Cau Dien Branch, Urenco 13 are required to deploy flood prevention plans in the factory area, coordinate the protection of equipment and machinery; develop a plan to respond to arising situations. Urenco Bac Son, Urenco 21 ensure absolute safety for people, machinery, and property during the storm.

Branches proactively coordinate with local authorities to respond to natural disasters; develop plans to ensure environmental sanitation when the Red River water rises, and organize general cleaning after the water recedes.

The office shock team and units must be ready when there is a mobilization order. Leaders of units and production operations maintain smooth communication and closely monitor the weather situation at the facility.
