Ho Chi Minh City Ring Road 3 is 76km long, passing through 4 localities including Ho Chi Minh City, Binh Duong, Dong Nai and Long An. The project started in mid-2023, with the goal of basically completing in 2025 and completing the entire project in 2026.
According to Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the section through Ho Chi Minh City is about 47km long, divided into 14 packages, including 10 main construction packages. To date, the total construction output has reached about 35% of the construction value.
To ensure progress, the Traffic Department has directed contractors and consulting units to review and update detailed construction progress according to each specific milestone. Accordingly, 14.7km of overpass in Thu Duc City is expected to be technically open to traffic before December 31, 2025. By April 30, 2026, 32.6km of the expressway section passing through Cu Chi, Hoc Mon, and Binh Chanh districts will be completed for technical traffic. It is expected that by June 30, 2026, the entire Ring Road 3 route through Ho Chi Minh City and the provinces will be put into operation.
However, one of the biggest challenges at present is the supply of filling materials, especially sand. Contractors have mobilized many sources of river sand from domestic mines, imported sand from Cambodia, and commercial sand from mines that the three localities of Vinh Long, Tien Giang and Ben Tre are committed to providing.
The total volume of sand remaining to be mobilized for the entire project is about 5.05 million cubic meters, of which in 2025 alone, 4.7 million cubic meters are needed and in 2026 it will be 0.35 million cubic meters. Up to now, Vinh Long, Tien Giang and Ben Tre provinces have licensed 10/13 mines (1 mine in Ben Tre, 2 mines in Tien Giang). The progress of sand mobilization to the construction site has not yet met construction requirements.
Mr. Luong Minh Phuc emphasized: In 2025, sand from the three provinces of Vinh Long, Tien Giang, and Ben Tre will play a key role in the project's progress. The remaining volume will have to be compensated from imported and domestic sand sources, but both are very scarce".
To remove obstacles, Mr. Luong Minh Phuc said that localities need to urgently complete licensing procedures for remaining mines, and at the same time consider increasing the exploitation capacity of existing mines to promptly supply materials for the project in accordance with the Government's direction.
