The completion of the pre-feasibility study report appraisal is an important preparation step for the Hanoi Capital Region Ring Road 5 Project to soon be submitted to competent authorities for consideration and decision on investment policy.
According to the appraisal results, specialized agencies unanimously assessed that the project is of particular importance to the socio-economic development of the Capital Region, and at the same time proposed to prioritize allocating central budget capital in the medium-term public investment plan for the period 2026 - 2030 to invest in the main route section.
This is also one of the key projects identified in the Action Program to implement the Resolution of the 14th Party Congress. Unlike the existing ring roads mainly serving Hanoi's traffic, Ring Road 5 is oriented to become a regional linkage route, expanding development space for the central region of the North.
The Ministry of Construction said that the road is about 349km long, passing through Hanoi and 6 localities including: Ninh Binh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen and Phu Tho. The economic corridor associated with the road currently has about 31 million people, contributing nearly 32% of the country's GDP. When completed, Ring Road 5 will connect 6 radial expressways, connecting the area with Hai Phong seaport, creating motivation for socio-economic development for the entire region.
Currently, units are required to urgently complete dossiers and prepare resources to start the project by the end of 2027 and basically complete it by 2030.
In that overall picture, Hanoi plays a central role when owning a section of about 51km long, and is also a hub connecting radial expressways, satellite cities, high-tech zones, industrial parks and logistics systems of the entire region.
Before the project was submitted to competent authorities for investment policy consideration, Hanoi proactively reviewed the route direction, scale and traffic organization plan.
According to representatives of the City People's Committee, Hanoi basically agrees with the dossier prepared by the Ministry of Construction, but proposes to study investing in the expressway section through the area on a scale of 8 lanes using central budget funds, including site clearance work.
Deputy Director of Hanoi Department of Construction Do Viet Hai said that the 6-lane scale in the report is currently in line with the planning of the Capital. However, with the role of connecting major expressways such as: Hanoi - Lao Cai and Phap Van - Cau Gie, the city proposes to increase the scale to 8 lanes to create room for development, avoiding the risk of overload like some existing traffic routes.
Hanoi also proposed to assign the city to invest in the intersection between Ring Road 5 and the West Lake - Ba Vi axis and the Hoa Lac - Hoa Binh expressway in a separate project to ensure synchronization with the western transport projects.
In addition, the city proposed prioritizing the construction of an underpass system instead of a people's overpass to increase connectivity between the two sides of the route, creating conditions for effectively exploiting land funds and developing new urban areas.
Functional agencies believe that when completed, Ring Road 5 will contribute to completing the connection between the Hanoi - Lao Cai expressway and the Phap Van - Cau Gie expressway, diverting inter-provincial traffic from afar, reducing pressure on radial routes and existing ring roads.
If implemented on schedule, Ring Road 5 will form a continuous transportation network with Ring Road 4, expanding the development space of the Capital, strengthening links with localities in the Capital Region and the Red River Delta region.
Hanoi's proactive proposals right from the investment preparation stage also show that the goal is not only to build another new road, but also to create a sustainable development corridor for many decades to come.
