Mr. Nguyen Quoc Duy - Deputy Director of the Department of Construction of Vinh Long province - said that regarding the demand for public housing, there are 266 cadres from the deputy director of the department and equivalent or higher who need to be arranged. However, currently, only 114 public housing units can be used immediately. 67 more apartments are in the process of being renovated and repaired. Thus, a total of only 181 apartments/room can be arranged, and there is still a shortage of accommodation for 85 people.
For temporary accommodation, there are 1,629 other cadres, civil servants and public employees in need. However, currently, only 38 rooms (capable for 76 people) can be rented immediately. 168 rooms (capitalizing 329 people) are in need of renovation and repair. In total, only 206 rooms can be arranged for 405 people, the remaining 1,224 people still lack accommodation.

According to Mr. Duy, in that situation, the Department of Construction has proactively developed and proposed specific solutions as follows:
Option 1, local budgets support housing and transportation costs. For the group of deputy directors of departments and equivalent or higher who are exempted from rental fees (collecting electricity and water bills, etc.) for 3 years, then they will be charged 50% according to the unit price prescribed for leasing public housing.
In case there are not enough public housing, having to rent a house outside, the budget will support 1.5 million VND/month for 3 years. At the same time, separate transportation and pick-up vehicles are arranged to ensure work.
For cadres, civil servants and public employees who are not eligible for public housing, they are arranged with accommodation without collecting rent for 3 years, then collect 50% according to the average rental price of the apartment.
In case there is not enough accommodation to arrange, the budget will support the rent at 1 million VND/person/month for 3 years; support for centralized transportation for 1 trip per week to about 1.28 million VND/person/month (average 160,000 VND/trip/person). In case of self-sufficient means of transport, the cost is allocated according to the internal spending regulations of each unit.
Option 2, only support money, no pick-up and drop-off. Accordingly, 50% of the accommodation allowance prescribed by the Ministry of Finance will be supported for those receiving a position allowance of 0.7 or more, equivalent to about 3.3 million VND/person/month.
Support 30% of the accommodation allowance according to the regulations of the Ministry of Finance for beneficiaries of position allowances under 0.7 and civil servants, public employees, and workers equivalent to about 2.2 million VND/person/month.
The support period is 36 months immediately after the merger of provinces.
