According to the People's Committee of Vinh Phuc province, in recent years, state management of dog breeding in households in the area has had many shortcomings, there are no specific regulations, no dog monitoring books have been established, people have not voluntarily registered their dogs, have not complied with the regulations on chaining, confining and vaccinating against rabies; when letting dogs out, there is no one directly in charge, they do not wear leashes or muzzles for dogs according to regulations.
The above situation is the cause of cases of dogs chasing, biting, attacking people, even causing loss of life.
Most recently, on November 20, a 5-year-old girl was attacked and killed by two German Shepherd dogs that a family kept in captivity.

Based on the above reality, the People's Committee of Vinh Phuc province requested the People's Committees of districts and cities to establish a steering committee or working group; each commune, ward and town established a working team (concurrently serving as security and civil defense) to daily patrol, handle and capture stray dogs outside households without leashes, without muzzles, and without direct management.
Households and dog owners are required to strictly register and declare their dogs, keep them in their homes, and not let them roam freely, especially in urban areas and densely populated areas. When letting dogs out on the street, they must be leashed and muzzled to prevent them from biting people and causing traffic accidents.
Request the People's Committees of districts and cities to direct the People's Committees of communes and wards to organize accurate statistics on the number of dogs raised, establish a dog monitoring book to strictly manage according to regulations.
Request the Department of Agriculture and Rural Development to preside over the Department of Justice and other departments, branches, and People's Committees of districts and cities to study and propose to the Provincial People's Committee to issue unified regulations on the management of dog and cat breeding in the area...
As reported by Lao Dong Newspaper, at around 7:45 p.m. on November 20, P.D.M (born in 2019, Vinh Son Commune, Vinh Tuong District, Vinh Phuc Province) was passing through the house of Ms. Phung Thi Son (neighbor) when two German Shepherd dogs bit off the carotid arteries on both sides of his neck, causing him to lose a lot of blood. When he arrived at the hospital, the child had respiratory arrest and died.
At that time, 2 German Shepherd dogs (1 male, 1 female) were fed by their owner and released to go to the toilet, but were not muzzled.
Immediately after the heartbreaking incident, local authorities controlled and locked up the two German Shepherd dogs at the headquarters.
