Regarding a series of articles reflecting on the fact that Dong Dang Trade Center - Market, despite spending hundreds of billions of VND to build with the expectation of becoming a commercial highlight in the Lang border region, has now closed, the Lao Dong Newspaper's reporters contacted relevant units to clarify the issue.
It is worth mentioning that three different agencies including Cao Loc District People's Committee, Dong Dang - Lang Son Border Gate Economic Zone Management Board and Lang Son Province Department of Industry and Trade have not accepted to manage the administrative management of this project.
Mr. Hoang Manh Cuong - Vice Chairman of Cao Loc District People's Committee said that currently, Dong Dang Trade Center - Market is under the management of Dong Dang - Lang Son Border Gate Economic Zone Management Board.
"The district's responsibility is only to clear the land and if there is any disorder or insecurity, the district is responsible for resolving it. How to use, exploit and manage it is up to another level," said Mr. Cuong.
Working with the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, the reporter continued to receive head shakes.
According to Mr. Hoang Khanh Duy - Deputy Head of Dong Dang - Lang Son Border Gate Economic Zone Management Board, the above mentioned shopping mall is not under the management of the unit.
The Board is only responsible for managing the border gate area within the economic zone. The Dong Dang Trade Center - Market area is managed by the Department of Industry and Trade.
However, informing reporters, Mr. Nguyen Dinh Dai - Director of the Department of Industry and Trade of Lang Son province said that the above project is currently directly managed by the People's Committee of Cao Loc district.
Thus, when the majestic 3-storey shopping mall on the golden land of the border area had no source of revenue and had to bear losses for a long time, up to now, no unit has accepted to be the administrative manager of this project.
Previously, Lao Dong Newspaper published an article reflecting on the issue of the Commercial Center - Dong Dang Market closing early after a period of operation.
Dong Dang Market - Trade Center (located in Dong Dang town, Cao Loc district) started construction in September 2014 and came into operation in 2016 on an area of over 5.7 hectares. With a total investment of over 300 billion VND, at that time, the project was considered the largest trade center model in border localities.
The highlight of the complex is the main building, built on 3 floors with more than 800 stalls. It is expected that all businesses from Dong Dang traditional market (also known as the old market, about 1km away) will be moved here to do business and trade.
The then Chairman of Lang Son Provincial People's Committee, Mr. Pham Ngoc Thuong, once affirmed that Dong Dang Trade Center - Market is only about 1km from the old market, in a convenient location, so people do not need to worry too much about the change...
That was the expectation, but now the imposing 3-storey building in a prime location is abandoned and closed. Businesses either quit or returned to the old market. The rest moved to the corrugated iron market next door, located within the project area.
