Recently, within the framework of the working program of General Secretary and President To Lam in France, Minister of Finance Ngo Van Tuan and Director General of the French Development Agency (AFD) Christophe Lecourtier handed over 2 financial cooperation documents for the integrated water resource management project in Tuan Giao district (old), Dien Bien province.
The two documents include a loan agreement of 39.828 million EUR and a non-refundable aid agreement of 1.5 million EUR from the WARM Fund managed by AFD.
This is a loan to implement the Project "Comprehensive Management of Water Resources to serve people's livelihoods, adapt to climate change and develop socio-economy in Tuan Giao district, Dien Bien province".
It is known that the above project will be managed by Dien Bien Provincial People's Committee as the managing agency, and the Provincial Department of Agriculture and Environment as the investor.
According to the plan, the project has a total investment of over 1,389 billion VND, of which AFD loans, non-refundable aid and counterpart funds from Dien Bien province are allocated to implement construction items, technical support and strengthen management capacity.
The most notable item is the construction of the Sai Luong water reservoir in Muong Mun commune, Tuan Giao district (old), with a capacity of about 5 million m3.
The project includes main items such as dams to block streams, flood discharge spillways, water intake culverts... Along with that are water pipelines and auxiliary works with a total length of about 120km.
The project also allocates technical support funds to improve the capacity of the Project Management Board, project management and operation; and at the same time pilot and practice smart agriculture models.
The goal is to improve the efficiency of management and use of water resources, proactively regulate water sources between basins, and ensure water for production and life.
The project is also expected to contribute to increasing the ability to prevent and combat drought, erosion, flooding and adapt to climate change.
On September 15, in an exchange with reporters, Mr. Le Xuan Canh - Director of the Department of Agriculture and Environment of Dien Bien province, said: In addition to the goal of regulating water sources between basins, the Project also ensures domestic water supply for 35,000 people and 21,000 hectares of agricultural land.
From there, a large-scale concentrated production area with two key crops, macadamia and coffee, is formed in the area. At the same time, greening bare land and hills, protecting the environment, and minimizing greenhouse effects.
The project's implementation is a particularly meaningful and important milestone for agriculture in the region in particular and Dien Bien province in general.
The project meets the aspirations and hopes for future development of agricultural workers, especially ethnic minorities in remote and isolated communes.
Previously, in 2024, the Prime Minister issued a decision assigning the Dien Bien Provincial People's Committee as the project management agency.
