According to the conclusion of Standing Vice Chairman of Lang Son Provincial People's Committee Dinh Huu Hoc after a recent inspection, 4 projects in the old Huu Lung district were requested to accelerate, including: VSIP Lang Son Industrial Park, Ho Son 1 Industrial Cluster, Hoa Son 1 and Minh Son.
Although basically assessed as sticking to the plan, some items have changed, the overall progress of these projects is still slow due to site clearance, investment procedures and unsynchronized technical infrastructure.
For Hoa Son 1 Industrial Cluster, Lang Son requests Tan Thanh Commune People's Committee to coordinate with the Provincial Land Fund Development Center to complete mobilization and dialogue to clear the remaining 2.3 hectares before April 30; in case conditions are met but people do not comply, coercion will be organized according to regulations. The area of about 16.3 hectares that has been cleared must be handed over to the investor in April.
The investor sends a detailed construction plan before April 15, prioritizing completing the wastewater treatment plant to put it into operation in the fourth quarter of 2026.
At Ho Son 1 Industrial Cluster, Huu Lung Commune People's Committee must mobilize the relocation of the remaining grave before April 19, and at the same time develop a plan to relocate a affected household, reporting to the Provincial People's Committee before April 15.
The investor must complete synchronous technical infrastructure, especially the wastewater treatment system before June 30, complete procedures for secondary investors and hand over production land in the second quarter.
For VSIP Lang Son Industrial Park, the People's Committees of Huu Lung, Tuan Son communes and the Provincial Land Fund Development Center are assigned to urgently complete site clearance phase 1 in the direction of liền khoảnh, liền thửa; the relocation of the remaining graves must be completed before April 19.
Site clearance and resettlement support in phase 2 continue to be accelerated, cases of intentional non-compliance will have their dossiers consolidated for enforcement. VSIP Lang Son Co., Ltd. must accelerate infrastructure construction inside and outside the fence, striving to complete phase 1 technical infrastructure in the second quarter to be ready to attract secondary investors.
The Department of Construction is assigned to handle recommendations related to the interspersed land area between the expressway intersection project into Huu Lung Industrial Park and VSIP Lang Son Industrial Park, and report to the Provincial People's Committee before April 15.
The Provincial Land Fund Development Center must complete compensation for technical infrastructure works such as power lines, information lines, and BTS stations in the second quarter to hand over clean land.
For Minh Son Industrial Cluster, the investor must complete the cadastral measurement dossier and hand it over to the Provincial Land Fund Development Center before April 15 to serve site clearance.
Procedures such as bomb and mine clearance, environmental impact assessment, feasibility study report, land use purpose conversion, and fire prevention and fighting must be completed in June.
Tuan Son Commune People's Committee is assigned to approve the 1/500 detailed plan before April 30, and at the same time develop a land clearance plan, review resettlement needs and mobilize people to relocate graves before April 19.
