The scope of application is agencies in the political system of the province including: Party agencies, government, Fatherland Front and socio-political organizations; the subjects of application are cadres, civil servants, and public employees throughout the political system of the province.
Regarding content, the implementation steps include: surveying and evaluating the current situation; collecting opinions from agencies, units, experts, and evaluated subjects; organizing learning experiences in building the KPI toolkit in Khanh Hoa province; building a list of job positions and descriptions, and a framework of job position capacity for cadres, civil servants, and public employees.
Develop Regulations on a set of criteria for evaluating, classifying quality and KPI for cadres, civil servants, and public employees; develop a list of tasks of agencies, units, and localities; develop software to measure and evaluate work efficiency; develop statistical forms, necessary requirements for software; deploy and apply software, organize training, user guidance, and technical support.
Monitor, inspect, and periodically evaluate and update and improve the KPI toolkit; select a number of agencies and units to organize pilot implementation; summarize and evaluate pilot results, draw experience, and adjust tools; deploy and apply software to measure and evaluate results and work efficiency (KPI) officially throughout the province from April 1, 2026.
The Standing Committee of the Provincial Party Committee also assigned agencies, departments, branches, and localities to coordinate to build and implement a set of tools to assess the effectiveness of work for cadres, civil servants, and public employees.
In which, the Provincial Party Committee's Organization Committee advises on the decision to establish the KPI Working Group; presides over and coordinates with relevant agencies to develop Regulations on a set of criteria for evaluating and ranking the quality of cadres, civil servants, public employees, and laborers in the province;
Presiding over and coordinating with agencies and units to synthesize and build a database to measure and evaluate the results and efficiency of work of cadres, civil servants, and public employees under Party agencies; coordinating with the Provincial Party Committee Office, Department of Science and Technology to complete KPI software.
The Provincial People's Committee Party Committee leads the Provincial People's Committee to assign the Department of Home Affairs to preside over and coordinate with agencies and units to build a database to measure and evaluate the results and effectiveness of the work of officials, civil servants, and public employees of agencies and units under the government sector and coordinate with the Provincial Party Committee Office and the Department of Science and Technology to complete the KPI software.
Assign the Department of Science and Technology to preside over and coordinate with the Provincial Party Committee Office and relevant agencies to build software to measure and evaluate the results and efficiency of work throughout the province and monitor, update, complete, and upgrade KPI software after putting it into practical implementation.
