The 1st Party Congress of the Ministry of Agriculture and Environment, term 2025-2030, marks a turning point in the development and integration process of the Agriculture and Environment sector in the new period, aiming for strategic, long-term and sustainable goals for the country.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress is an opportunity for the entire Party Committee to look back on the 5-year journey of leading and directing the implementation of the Congress Resolution for the 2020-2025 term, drawing lessons; at the same time, setting out orientations, goals and solutions for the 2025-2030 period.
At the Congress, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep presented the Political Report on behalf of the Party Committee Executive Committee. In particular, looking back at the 5-year journey of leading and directing the implementation of the Resolution of the Congress for the 2020-2025 term, drawing lessons; at the same time, setting out orientations, goals and solutions for the 2025-2030 period.
Deputy Minister Nguyen Hoang Hiep emphasized that the results achieved by the entire agricultural and environmental sector are thanks to the Party's comprehensive leadership role in the country's renovation; the results of the Party's correct and creative policies and guidelines in this term in line with the country's reality and the trend of the times; the close and regular leadership and direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister for the development of the sector.
The 2025 - 2030 term of the Party Committee of the Ministry of Agriculture and Environment takes place in the context of the world and the region continuing to have more deep fluctuations; geopolitical and geoeconomic competition, trade tensions between some major economies continue to increase. Political fluctuations, local conflicts, territorial border disputes and global issues and non-traditional security continue to negatively impact socio-economic development. In the country, after 40 years of renovation, the position and strength of the national synthesis, international prestige, and people's trust have been increasingly enhanced; the position of the Agriculture and Environment sector continues to be affirmed, playing an important role.
In that context, the Party Committee of the Ministry of Agriculture and Environment focuses on leading, directing and implementing important viewpoints, goals and tasks. Regarding the goal, strive to build a commodity-producing agriculture while developing agriculture based on national comparative advantages in a modern direction with productivity, high quality, efficiency, sustainability, high competitiveness in the leading group in Southeast Asia and Top 15 in the world. To firmly ensure national food security, agricultural export turnover maintains high growth momentum, contributing significantly to the country's socio-economic development and people's livelihoods.
Proactively adapt to climate change, prevent natural disasters, reduce greenhouse gas emissions; have basic changes in the exploitation and use of resources in a reasonable, economical, efficient and sustainable direction; prevent the trend of increasing environmental pollution, reducing biodiversity to ensure the quality of the living environment, maintaining ecological balance, towards a green, environmentally friendly economy.
Enhance the contribution of science, technology, and innovation to industry growth through research activities, transfer and application of science and technology of public and private technology application organizations. By 2030, the contribution of combined factor productivity to Industry growth will be over 50%.
Promote international cooperation, effectively mobilize international resources to implement the goals and targets of the agricultural and environmental sector; respond to non-traditional security issues to ensure Vietnam's interests in the international arena. Strive for a basic synchronous and modern agricultural and rural infrastructure system by 2030. At the same time, maximize the potential and value of resources and marine space; gradually turn Vietnam into a strong country in the sea and rich in the sea.
To achieve the set goals, the Party Committee of the Ministry of Agriculture and Environment will closely follow and institutionalize the Central's policies and orientations on law-making and the Central's thematic Resolutions on agriculture and the environment.
Specifically, in agriculture and rural areas, continue to comprehensively organize the implementation of the strategies for developing crops, protecting plants, protecting veterinary and forestry livestock, forestry, forestry, seafood, and fisheries control; Planning, projects, and plans approved by the Prime Minister. During the term, focus on resolving EC's recommendation to remove the "Yellowship". Review and perfect legal policies, standards, technical regulations for managing the quality of agricultural, forestry and fishery products, ensuring harmony with international standards, creating a favorable environment for people and businesses to invest in production and business, linking the development of high-quality agricultural product value chains; developing infrastructure for agricultural and forestry logistics systems, especially deep processing. Build a mechanism to promote private economic development in agriculture; promote the spirit of entrepreneurship and innovation.
Regarding resource and environmental management, continue to improve institutions and laws on land, improve the effectiveness and efficiency of state management of geological, mineral and water resources.
Regarding climate change response; hydrometeorology; irrigation and natural disaster prevention and control, continue to develop and complete detailed regulations on greenhouse gas inventories; manage carbon credits and operate the domestic carbon market. Build, operate and guide the exploitation of information systems and databases on climate change. Promote decentralization and delegation of authority, strongly promote the role and responsibility of localities in the sector. Strongly invest in irrigation infrastructure, multi-purpose irrigation development; Build and strengthen infrastructure systems to respond to climate change, prevent and combat natural disasters.
