As soon as the Ministry of Public Security's policy on building houses and schools to give to ethnic minority people affected by floods and rains was issued, Nghe An Provincial Police issued a plan and established working groups to review the damage situation, identify households that need support in 13 communes (Muong Xen, Muong Tap, Tam Quang, Bac Ly, Huu Khuong, Chieu Luu, Keng Du, Huu Kiem, Tuong Duong, Yen Na, Nhon Mai, Con Cuong, Nam Can) to have a basis to implement the program to the right subjects and needs.
In particular, the working groups directly coordinated with local authorities and the Department of Agriculture and Environment to review and determine land locations to set up houses and complete documents for households.
At the same time, coordinate with the Provincial Fatherland Front Committee and the People's Committees of communes to agree to introduce the construction unit with the lowest bid price to sign a house construction contract with households.
However, the construction process encountered many difficulties, especially due to the impact of storm No. 5 right after and because it was the rainy season, the construction progress was slow.
With the motto "fyft one hour, people have a house one hour early", the police of units and localities overcome difficulties, urgently speed up progress, urgently ensure the ground, erect frames, roof, strive to hand over houses to people before the upcoming flood season.
Muong Tip commune (formerly Muong Ai commune and Muong Tip commune) is one of the localities in Nghe An province that was heavily affected by floods caused by the storm's circulation.
The roads were eroded, many sections were broken and slippery, making travel extremely difficult. The flash flood also affected 68 households in Ta Do village, Muong tip commune, in which 7 households had their houses swept away and collapsed completely, 2 houses were severely damaged and could not be used again...
According to Lieutenant Colonel Va Ba Hua - Head of Muong Tap Commune Police, the biggest difficulty at present is the heavily damaged road system in the area, making it very difficult for vehicles to travel. Meanwhile, most young people work far away, mainly the elderly and children at home.
Faced with this reality, the Commune Police mobilized forces, together with the people to transport materials, level the ground, build house frames, roofs... Despite the hardships, everyone tried their best, just hoping that the people would soon have a solid house to feel secure in stabilizing their lives.
In Binh Son 1 village, Muong Xen commune - where the Kho Mu ethnic group mainly lives, the commune police force, together with the people and the contractor, unanimously carried each bag of cement, each sheet of corrugated iron, each steel frame to the hill, determined to complete the new houses for the people here on schedule.
During the peak implementation period of the Ministry of Public Security and Nghe An Provincial Police, 40 days and nights of building houses and schools to give to ethnic minority people affected by floods, accompanying the police force and construction units, local Party committees and authorities have promptly taken action, supported the selection of construction locations for households without land, mobilized local forces, and encouraged people to actively participate.
With the cooperation of the Ministry of Public Security, Nghe An Provincial Police, Party committees, authorities and people, the villages that were devastated after the flood have gradually taken on a new look. Each house is gradually being assembled and firmly in the mountains and forests of the Western Ghenhis - not only a shelter from the rain and sun, but also a belief and a support for the people in the border area here to stabilize their lives after natural disasters.
